As used in this article, the following terms shall have the meanings indicated:
AUTOMOBILE
A vehicle, as defined by Title 39 of the Revised Statutes.
MUNICIPAL RECYCLING COORDINATOR (MRC)
The person appointed by the Board of Commissioners authorized to implement and coordinate the various Village recycling programs, who shall, together with other appropriate officials, including the Police Department, enforce the provisions of this article along with all rules and regulations promulgated hereafter.
PERSONS
Includes all individuals, owners, tenants, lessees, firms, societies, schools, churches, businesses or associations, either profit or nonprofit, within the Village of Ridgefield Park.
PICKUP TRUCK
A lightweight motor vehicle that carries its own engine and is designed to carry light loads of various commodities such as equipment, supplies or other products not exceeding 5,000 pounds.
RECYCLING
Any process by which materials which would otherwise become solid waste are separated, prepared and processed and returned to the economic mainstream in the form of raw materials or products.
RECYCLING CENTER
An area established to receive various recyclables that are not included in a curbside pickup program. All persons governed by this article must bring these noncurbside recyclables to this location.
RECYCLING FACILITY
The location or market to which the tires will be transported to be prepared, processed and returned to the economic mainstream in the form of another product or raw material.
TIRE
A band of hollow air-filled rubber around a wheel which acts as a buffer or cushion between a motor vehicle and the roadway.
WHEEL or RIM
The round steel center structure on which the automobile and/or truck tire is mounted.
It shall be mandatory for all persons within the Village of Ridgefield Park to separate rimless/wheeless tires from all other solid waste generated at any property within the Village and to bring them to the designated recycling center.

A. 
All tires shall be removed from the mounting rims/wheels and the tire only brought to the recycling center. The wheels/rims will be disposed of as trash in accordance with the trash disposal schedule.

No tire rim/wheel separation shall be performed at the recycling center.
A. 
A fee will be charged for each tire dropped at the recycling center. The charge will be based on a combination of tire size and the existing market disposal costs.
B. 
Fees shall be set by resolution by the Board of Commissioners of the Village of Ridgefield Park, with consideration for increases and decreases based on market fluctuations.
C. 
Tires will be taken to the recycling center, where size will be checked and a fee established. A check in the amount of the fee will be deposited at the Recycling Office and a permit issued. The permit and tires will then be presented to the attendant at the recycling center.
D. 
There will be a limit of four tires per payee.
E. 
The maximum tire diameter accepted will be 30 inches.
F. 
If it is snowing, the recycling center does not have to accept tires.
G. 
Tire tubes will not be accepted at the recycling center. These will be handled as trash.
H. 
Tires will not be accepted from any dealer or contractor.
Dropoff hours for tires at the recycling center shall be 9:00 a.m. to 12:00 noon, Monday through Friday only. Tires cannot be brought to the center on Saturday, Sunday or holidays or any other day designated by resolution of the Board of Commissioners.
This article shall be enforced by the Recycling Coordinator, the Superintendent and Assistant Superintendent of Public Works, the Police Department and such other departments or individuals of the Village of Ridgefield Park as designated by the Board of Commissioners of the Village of Ridgefield Park.
Any person who violates any provision of this article or any rules and regulations issued pursuant thereto shall, upon conviction thereof, be subject to a fine for the first offense of not more than $50 and a fine of not more than $100 for the second offense. Any person who violates this article a third time shall be subject to the penalty prescribed in N.J.S.A. 40:49-5.
