Every resident of the city who shall at the
time and place of offering his vote be qualified to vote for a member
of the Assembly shall be entitled to vote for all elective offices
of the city in the district where he shall be so qualified.
The city elections shall be held at the general elections in the odd-numbered years as the terms of present officers and their successors expire, except when vacancies occur as provided in §
C4-5 herein. Such elections shall be governed by the Election Law.
Except as otherwise provided by law, whenever
the Council shall call a special election, it shall adopt a resolution
at least 60 days before such election, designating the date of election,
the hours of opening and closing the polls and the place or places
of holding the election, and setting forth the proposition or propositions
to be voted upon. Each such election shall be conducted in the manner
prescribed for general elections, except as otherwise provided by
the Council.
