This section shall be designated and referred to as the "Township
Board of Health Regulation."

The local Board of Health shall be composed of seven members,
all of whom shall reside in the Township.

All appointments shall be made by the Township Council for a
period of four years and vacancies shall be filled for the unexpired
term only. Members shall serve until their successors are appointed
and shall qualify.

Members of the Board of Health shall serve without compensation,
except that they may be reimbursed for legitimate costs approved by
the Township Council upon proper submission and review.

The jurisdiction of the Board of Health shall be coextensive
with the limits of the Township.

The Board of Health shall appoint, on the day of its organization,
a place, day and hour for the regular meeting of the Board for the
hearing of complaints, reports and general business and shall cause
to be published in a newspaper circulating in the Township notice
of the same. At least one regular meeting shall be held in each year.
Special meetings may be called at any time by the Chairman.

The Board of Health may employ such personnel as it may deem
necessary to carry out its duties and functions and such other personnel
as provided in N.J.S.A. 26:3-19 et seq. within the budget provided
by the Township Council.

The Board of Health shall have power to pass, alter or amend
ordinances and make rules and regulations in regard to the public
health within its jurisdiction for the purposes enumerated in N.J.S.A.
26:3-31 et seq.

There is hereby established an Environmental Commission in the
Township for the protection, development and use of natural resources,
including water resources, located within the territorial limits of
this Township.

The Environmental Commission of the Township shall consist of
seven members, all of whom shall be appointed by the Mayor and no
less than one of whom shall be a member of the Township Planning Board.
The Mayor shall designate one of its members to serve as Chairman
and presiding officer of the Commission. All members of the Environmental
Commission shall serve without compensation.

Each Commissioner shall be appointed for a term of three years
and until the appointment and qualification of his respective successor.

Two alternate members shall also be appointed who shall be designated
as Alternate No. 1 and Alternate No. 2, who shall serve for a two-year
term.
During the first term of the first alternate member, one member
shall be appointed for one year and one member shall be appointed
for a term of two years.

The Township Council may remove any member of the Commission
for cause, on written charges served upon the member and after a hearing
thereon at which the member shall be entitled to be heard in person
or by counsel.

A vacancy on the Commission occurring other than by expiration
of a term shall be filled for the unexpired term in the same manner
as an original appointment.

The Commission shall have the power to conduct research into
the use and possible use of the open land acres of the Township; may
coordinate the activities of unofficial bodies organized for similar
purposes; and may advertise, prepare, print and distribute books,
maps, charts, plans and pamphlets which, in its judgment, it deems
necessary for its purposes. It shall keep an index of all open areas,
publicly or privately owned, including open marshlands, swamps and
other wetlands, in order to obtain information on the proper use of
such areas and recommend to the Planning Board of the Township plans
and programs for inclusion in a Municipal Master Plan and the development
and use of such areas.

The Environmental Commission may, subject to the approval of
the Township Council, acquire property, both real and personal, in
the name of the Township by gift, purchase, grant, bequest, devise
or lease for any of its purposes and shall administer the same for
such purposes subject to the terms of the conveyance or gift. Such
an acquisition may be to acquire the fee or any lesser interest, development
right, easement (including conservation easement), covenant or other
contractual right (including a conveyance on conditions or with limitations
or reversions), as may be necessary to acquire, maintain, improve,
protect, limit the future use of or otherwise conserve and properly
utilize open spaces and other land and water areas in the municipality.

The Environmental Commission shall keep records of its meetings
and activities and shall make an annual report to the Township Council.

The Township Council may appropriate funds for the expenses
incurred by the Environmental Commission. The Commission may appoint
such Clerks and other employees as it may require and as shall be
within the limits of funds appropriated to it.

In order to advertise the advantages of Deptford Township, to
analyze the economic potential and development of Deptford Township
and to mobilize and assist in the development of potential resources
and economic conditions of the Township, there is hereby created and
established by this section, a Committee to be known as the "Business
Development Advisory Committee of the Township of Deptford."

The Committee so created shall consist of 14 members. Eleven
of the members shall be voting members and three members shall be
non-voting members as set forth hereafter.

a. The members of the Committee shall be appointed by Township Council.
Each member shall be, for the last five years preceding his appointment,
a citizen of the United States and a qualified voter of the State
of New Jersey. Members shall be appointed for a term of one year.
Vacancies in the membership of the Committee, occurring for whatever
cause, shall be promptly filled by appointment for the unexpired term
thereof. The appointments shall take place in the same manner in which
the original appointments are made. Members shall serve for their
respective terms and until their successors are appointed and qualified.
b. The Mayor, the Director of Community Development (or if there is
no Director, then the Division Head of the Division of Planning and
Zoning), and the Municipal Manager shall automatically be non-voting
members of the Committee.
c. Each voting member shall be chosen with a view to his/her qualifications
and fitness for service, shall have had experience in industry and
commerce, shall be conversant with the economic needs and facilities
in Deptford Township and shall be of known devotion to public service.

Members of the Committee shall annually choose from among its
voting members a Chairman and such other officers as it may deem necessary.
A majority of the voting members shall constitute a quorum.

The members and officers of the Committee shall serve without
compensation except for legitimate costs approved by Township Council
upon proper submission and review.

Each member and officer of the Committee shall, before assuming
office, take and subscribe an oath that he/she will faithfully and
impartially discharge the duties of his/her office.

The Business Development Advisory Committee shall be strictly
an advisory committee. It shall perform the functions and exercise
the powers hereinafter numerated:
a. They will develop ways and means of attracting industry and commerce
into Deptford Township within budgetary limitations.
b. They will make recommendations to attract this industry and commerce,
and forward same to the Mayor and Township Council for consideration.
c. They will assist in coordinating programs and projects aimed at the
retention of existing businesses as well as the attraction of new
or expanded business opportunities within the Township of Deptford.
d. They will submit written reports to the Mayor and Township Council
outlining their recommendations and advice on business development
within the Township of Deptford.

The Committee shall not have any powers other than those set
forth, and specifically shall have no power to pledge the credit of
the municipality or to enter into contracts or authorize to create
debts except as authorized. They shall operate within the appropriation
made by the Township Council in its annual budget. The Committee shall
make an annual report to the municipality during December of each
year, setting forth in detail its operations and recommendations covering
the preceding 12 months.

The Township Multiple Dwelling Emergency Commission is hereby
authorized and directed to enforce all of the provisions of Section
10-5, Multiple Dwelling Security Funds.

The duties of the Township Multiple Dwelling Emergency Commission
when enforcing Section
10-5, Multiple Dwelling Security Funds, shall
consist of the following:
a. Receiving, administering and expending security funds deposited pursuant
to the terms of Section
10-5, Multiple Dwelling Security Funds.
b. Authorizing examinations by a duly authorized officer of those items
defined as creating an emergency condition under Section
10-5, Multiple
Dwelling Security Funds.
c. Arranging, in accordance with the terms of Section
10-5, Multiple
Dwelling Security Funds for the prompt repair, maintenance, supply
or replacement of those items of structure, equipment or supplies
which are necessary to correct, eliminate or alleviate the emergency
conditions.

There shall be a Recreation Advisory Committee that is comprised
of 13 members appointed by the Township Council, all of whom shall
be residents of the Township. In addition, Township Council shall
designate a member of Council to serve as liaison to the Township
Council and act as an ex officio nonvoting member of the Committee.
The Director of Public Works or his designee shall also serve as an
ex officio nonvoting member.

All members shall be appointed for a term of one year provided
all terms expire December 31st of the year of appointment. Vacancies
shall be filled for the unexpired terms. The Council liaison member
shall be appointed in the same manner.

The Recreation Advisory Committee shall have the following duties:
a. Appoint a Chairman, Vice Chairman and Secretary.
b. Schedule monthly meetings with additional meetings to be called by
the Chairman who shall be elected by the members of the Recreation
Advisory Committee.
c. Advise the Township Council regarding ordinances which affect the
recreation of the Township.
d. Advise the Township Council as to the recreational needs of the Township
including quarterly assessment reports to the Township Council on
recreational achievements and problems.
e. Advise the Planning Board and Environmental Commission concerning
recreation and open space, including an annual review of the "recreation
and open space" components of the Township's Master Plan.
f. Sponsor and administer cultural and recreational programs and activities
in cooperation with other public and private agencies and organizations,
and provide specialized programs for the aged, the handicapped and
other special purposes.
g. Advise the Director of the Department of Public Works and recommend
procedures and programs for the repair, maintenance, restoration and
enhancement of Township's recreational facilities: said recommendations
to include, but not be limited to, capital improvements and operating
functions.
h. Formulate and present a recreation budget to the Township Manager
on or before November 1 of the calendar year.
i. Undertake any other duties that may be assigned by the Township Council.

The Recreation Advisory Committee shall not expend funds for
any purpose unless the approval of the Township Manager has been secured
and the amount is within the budgetary constraints set by the Township
Council.

The Commission on Aging for the Township of Deptford is hereby
created.

The Commission on Aging shall consist of nine members appointed
by the Township Council. One member of the Township Council shall
serve as a member for a term of one year.

New members and members being reappointed shall serve for a
term of three years and until their respective successor shall be
appointed. Appointments to vacancies shall be for the unexpired term.

a. The members of the Commission on Aging shall reorganize annually
and select a Chairman and Vice Chairman. The Chairman and Vice Chairman
shall serve as such until the first day of January next following
their respective appointments and until their successors shall be
appointed and shall qualify. Vacancies in the Chairmanship and Vice
Chairmanship shall be filled in like manner for the unexpired term
only.
b. Members shall receive no compensation for their services as members.
c. The Commission shall meet at least once a month and at such other
times as the Commission may direct.
d. The Commission shall establish bylaws which shall govern the conduct
of the Commission at its meetings. Bylaws shall be adopted within
three months of the organization of the first Commission.

The Commission shall have the following powers and duties:
a. To advise in the coordination and integration of programs and services
affecting the welfare of older adults (55 years and older) who are
residents of the Township.
b. To conduct research through public hearings and other means, operate
demonstration programs, and conduct evaluation studies in the problems
of the aged.
c. To advise the Mayor and Township Council on the establishment of
policies that will assist in the resolution of the problems of the
aged.
d. To confer with appropriate Municipal, County, State, Federal and
private agencies concerned with programs for the aged, for the purpose
of improving the scope and efficiency of the services rendered to
the aged.
e. To contact any individual or public or private agency for the purpose
of securing such funds as may be deemed necessary or convenient for
the carrying out of its purposes.
f. To make, amend and rescind rules, regulations and bylaws for its
own government.
g. To serve as a coordinating body to insure that older adults are aware
of programs and services made available to them by civic and religious
organizations and by Municipal, County, State and Federal Governments
and private agencies.
h. To prepare and submit annually, by November 15th, for the consideration
of the Mayor and Township Council, a proposed budget for its activities.
i. To report upon its activities and recommendation to the Mayor and
Township Council annually and at such times as the respective governing
bodies shall request or as the Commission shall deem advisable.

All municipal agencies shall cooperate with the Commission in
furnishing such reports and information as the Commission shall deem
necessary to carry out the functions and purposes of this Commission.

The Mayor and Council shall have the power to approve the annual
budget submitted by the Commission in whole or in part or to modify
same, and the budget as finally approved by the Mayor and Council,
shall constitute the budget for the Commission for the budget year
and the amount shown therein as revenue from the municipal sources
shall constitute the limitation of the governing body's contribution
to the Commission for that year.

There is hereby established a Board of Trustees for the Library
Board in the Township of Deptford.

Pursuant to N.J.S.A. 40:54-9, the Mayor, with advice and consent
of the Township Council, shall appoint Trustees for the Library Board
within the Township of Deptford. Each member shall serve for a term
of five years.

In addition to such offices and boards as are provided by this
section, there shall be such advisory boards and committees as are
otherwise constituted and empowered by the Charter or Code.

YOUTH SPORTS TEAM — As used herein shall mean
and refer to any sports organization organized pursuant to a nonprofit
or similar charter which is affiliated with or received monetary or
other support from Deptford Township or the Deptford Township Recreational
Advisory Committee or regularly utilizes any facilities owned, operated,
or maintained by Deptford Township, which sports organization participates
in sporting competitions involving minors.

The Code of Conduct Committee shall be made up of the president
of each youth sports team who is duly elected pursuant to the Bylaws
or rules and regulations governing each respective youth sports team.

a. Each youth sports team shall annually advise in writing the Deptford
Township Clerk of the name, address and telephone number of its duly
elected president who shall serve on the Code of Conduct Committee
commensurate with his/her term of office with the youth sports team.
b. Each youth sports team shall notify the Township Clerk in writing
promptly upon any change of the identity of the youth sports team's
president.
c. Any youth sports team president serving on the Code of Conduct Committee
may designate an active member of such youth sports team to appear
and act as his/her designee with full voting powers at any meeting
of the Code of Conduct Committee.

In the event the same person is the president of more than one
youth sports team, the person shall serve on the Code of Conduct Committee
as a representative of only one youth sports team and shall designate
an active member of such other youth sports teams to appear and act
at a Code of Conduct Committee Meeting with full voting powers.

The Code of Conduct Committee shall be charged with enforcing
the provisions of the ordinance establishing a Youth Sports Code of
Conduct, Section
2-75.

The Code of Conduct Committee shall meet in January of each
year to elect a Chairman, Secretary and such other officers as the
Code of Conduct Committee shall deem appropriate, and may meet as
often as is necessary to conduct its business and for the purposes
of enforcing the provisions of the Ordinance Establishing a Youth
Sports Code of Conduct, Section
2-75.

The Code of Conduct Committee may establish rules and procedures
as it deems appropriate for the conduct of its business and in default
thereof shall operate pursuant to Roberts Rules of Order to the extent
they are not in conflict with the within section or the Ordinance
Establishing a Youth Sports Code of Conduct, Section
2-75.
