No person shall, by dragging through or along any of the highways, streets or public places or grounds any logs or other material or commodity, tear up, damage or injure any such highway, street or public grounds.

Any person, firm or corporation who shall violate any of the provisions of this article shall, upon conviction, be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
