In addition to the general purposes of § 370-2 and the community development objectives of § 370-5 of this chapter, it is the purpose of this district to allow low-density residential development. This district constitutes an area of transition between the FR District, which is a rural area, and the R-2 District, which generally adjoins nonresidential areas and higher-density suburban-type developments. The R-1 District is intended to encourage the preservation of conservation land and rural characteristics, pursuant to the environmental limitations listed in the Comprehensive Plan and in the Open Space, Recreation and Environmental Resources Plan. This district is also intended to permit single family detached dwellings in conservation subdivisions, in accordance with Article XXIX, Conservation Overlay District.
A building may be erected or used, and a lot may be used or occupied, for any one of the following purposes and no other, except as otherwise provided in § 370-58 of this chapter:
A. 
Any use permitted in Article III, § 370-16A and 370-16C through G herein, as a use by right, except that the following uses shall be permitted only as special exceptions:
(1) 
The maintaining, keeping, raising or breeding of livestock and poultry pursuant to the provisions of § 370-131.
(2) 
Private stable and the keeping or maintaining of animals pursuant to the provisions of § 370-131.
(3) 
Class B home occupations, pursuant to the provisions of § 370-141.
B. 
Any use permitted in Article III, § 370-16G, as a use when authorized as a special exception, except that the following uses shall not be permitted:
(1) 
Animal hospital.
(2) 
Public or private club for swimming, tennis, golf, riding or other similar recreational activity.
(3) 
Kennel.
(4) 
Day-care facility.
C. 
Single-family detached dwelling.
(1) 
On tracts five acres of developable area or larger, in compliance with Article XXIX, Conservation Overlay District, the following three options are permitted by right:
(a) 
Option 1: Basic conservation with neutral density, providing for residential uses at the density permitted by the underlying zoning district, with at least 50% of the developable area and all of the constrained land as conservation land.
(b) 
Option 2: Country properties, providing for residential uses at very low densities, with common conservation land permitted but not required and the opportunity for accessory dwelling units on the lots.
(c) 
Option 3: Estate lots, providing for residential uses in conventional layouts, at half the density of Option 1, with common conservation land permitted but not required.
(2) 
Subdivision proposals on tracts less than five acres of developable area, involving five lots or less shall be developed as follows:
(a) 
Conservation Overlay District compliance is optional but not required.
(b) 
Such tracts may be developed as conventional subdivision lots with single-family detached dwellings and no common conservation land. Such development shall meet the requirements of Zoning § 370-21.
With the exception of single-family detached dwellings meeting the standards in §§ 370-20C(1), and 370-C(2)(a) which shall comply with Article XXIX, Conservation Overlay District, the following regulations shall apply:
