No local law shall be adopted by the Board of Trustees of the
Village of Green Island until a public hearing has been held on the
local law in its final form before such Village Board not less than
five days after public notice has been given of the time and place
of the holding of such public hearing. Such notice shall be given
by the Village Clerk by causing the same to be published once in a
newspaper so designated for such publication. Such notice shall contain
the title of the proposed law and a brief explanatory statement thereof.
The Village Clerk shall cause to be printed or otherwise reproduced
copies of such proposed local law and shall, not later than the day
such notice is published, post one such copy, together with the notice
of hearing, on the signboard of his office and shall also make copies
of such proposed local law available at his office for inspection
by and distribution to any interested person during business hours.
Each local law shall be numbered consecutively beginning with
the number one for each calendar year. When a local law is finally
adopted and certified copies thereof are required to be filed in the
office of the Village Clerk, the State Comptroller and the Secretary
of State, the Village Clerk shall accordingly assign to such local
law its appropriate number.
The Times Record Newspaper of Troy, New York, is designated
as the official newspaper for publication as provided for herein.

Section 7-706, Subdivision 2, of the Village Law of the State
of New York, as amended by the Laws of 1973, Chapter 976, Section
16, effective September 1, 1973, as it applies to the incorporated Village of Green Island
and as amended by Local Law No. 2-1978 of the Village of Green Island,
New York, is hereby amended as follows:

2. Every local law adopted pursuant to Article 7 of the Village
Law and every amendment to such local law, including any map incorporated
therein, hereafter adopted by the Board of Trustees of the Village
shall be entered in the minutes of the Village Board, and a copy thereof,
including any map incorporated therein, shall be filed in the office
of the Village Clerk. The title of such local law and a brief description
of such local law or amendment to such local law shall be published
in the official newspaper of the Village once, and a copy of such
law, together with a copy of any map incorporated therein, shall be
posted conspicuously at or near the main entrance of the office of
the Village Clerk. Affidavits of the filing, publication and posting
thereof shall be filed with the Village Clerk. Such local law or amendment
to such local law shall take effect immediately upon the completion
of such publication and posting. Any such local law or amendment to
such local law shall take effect from the date of its service as against
a person served personally with a copy thereof certified by the Village
Clerk under the Corporate Seal of the Village and showing the date
of its passage and entry in the minutes.
