The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
No person shall stop, stand or park a vehicle, motor vehicle
or motorcycle in front of any residence or building for any purpose
except to discharge passengers or deliver merchandise to such residence
or building, nor longer than actually necessary for such purpose,
except with the consent of the owner or occupant of such residence
or building; and the owner or operator of any vehicle, motor vehicle
or motorcycle which shall stop, stand or park in front of any such
residence or building shall move such vehicle, motor vehicle or motorcycle
therefrom immediately upon being notified to do so by the owner or
occupant of such residence or building.

It shall be unlawful for any person to park any vehicle or allow the same to be parked in any special-purpose parking spaces established in Schedule XA (§ 157-42.1), attached to and made a part of this chapter, except as specifically provided for in Schedule XA.

No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XI (§ 157-43), attached to and made a part of this chapter, and in all of the following locations:
A.
Within six feet of any fire hydrant.
B.
In front of any driveway or approved curb cut.
C.
On any sidewalk.
D.
Within any pedestrian crosswalk.
E.
Facing the wrong direction.
F.
Over 12 inches from the curb.
G.
Where prohibited by posted sign.
H.
Within a bus stop area.
I.
In a loading zone.
J.
No double parking on any Village street.
K.
In any location which reduces the passage on any street to less than
10 feet.
L.
Parking on any Village street during snow removal/street cleaning.
M.
In any fire lane.
N.
In any intersection.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XII (§ 157-44), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 157-45), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XIV (§ 157-46) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XIV, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XV (§ 157-47) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVI (§ 157-48) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVII (§ 157-49) at any time between the hours listed in said Schedule XVII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVIII (§ 157-50) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XIX (§ 157-51), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XX (§ 157-52), attached to and made a part of this chapter, are hereby designated as taxi stands.

The locations described in Schedule XXI (§ 157-53), attached to and made a part of this chapter, are hereby designated as bus stops. No person shall park, stand or stop a vehicle in a designated bus stop, except to avoid conflict with other traffic or pedestrians or in obedience to the direction of a peace officer. A violation of this section shall, upon conviction, subject such person to the fines and penalties set forth in § 157-29 of this chapter.

A.
No person shall park, stand or stop a vehicle in a designated fire
lane or within 15 feet of a fire hydrant, except to avoid conflict
with other traffic or pedestrians or in obedience to the direction
of a peace officer or stop sign; nor shall any person, in any manner,
obstruct any fire lane or other means of access to a building or premises
or otherwise obstruct a source of water or other service necessary
for fire-fighting purposes.
B.
Whenever the Fire Chief, or his or her duly authorized assistant,
peace officer or law enforcement officer discovers any vehicle or
other obstruction standing, parked or left in a fire lane or within
15 feet of a fire hydrant or creating an obstruction to a source of
water or other service necessary to fire-fighting purposes in such
a way it may constitute a distinct hazard to life or public safety
or interfere with fire-fighting activities, said vehicle will be ticketed
for parking violation and/or removed, towed away and stored. The owner
or person entitled to possession of such vehicle shall be held liable
for towing charges up to $75 per offense, or actual towing costs incurred,
whichever is greater.
