A.
Composition. The Police Division of the City is established. The Police Division shall consist of a Chief of Police, a maximum of one Captain, a maximum of three Lieutenants, a maximum of four Sergeants and a maximum of 36 patrol officers. Appointments shall be made by the Mayor.

B.
Residency requirements.
(1)
State residency. The Council is authorized, subject to existing or future regulations or laws, to appoint qualified persons to the uniformed Police Division, provided that such person shall have been a bona fide resident of the State of New Jersey for at least one year of the closing date of the civil service examination.

Classification of qualified applicants. All qualified applicants for the position of City police officer shall be classified by class as follows:

Order of appointment. Qualified Class I applicants shall be appointed first and then those in each succeeding class shall be appointed to any vacancy or vacancies remaining after all qualified applicants in the preceding class or classes have been appointed or have declined an offer of appointment.
(c)
Residency determination. Residency shall be determined as of the announced closing date of the civil service examination and must be maintained continuously up to and including the date of appointment to the position of police officer.
C.
Oath of office. Before entering upon the execution of his/her duties each police officer and officer of the Police Division shall take an oath or affirmation before the Mayor or, in his/her absence, before any member of the Council, that he/she will faithfully and honestly perform the duties of his/her office, which oath or affirmation shall be filed in the office of the Municipal Clerk.
D.
Discipline and removal. Members of the Police Division shall be removed from office or employment, suspended or disciplined in the manner prescribed by law.
