There is created a Tourism Council within the City. The Tourism Council shall serve as an advisory body to the Mayor and Common Council to assist in encouraging tourism and economic development within the City by concentrating on the City's historic heritage to develop a tourism package for group and individual tours.

The Tourism Council shall consist of members representing City government, business associations, neighborhood associations, civic associations, and at-large individuals or entities that are specifically interested in promoting the City of Burlington as a site of historical importance and tourism. Each of the following entities shall contribute one member to the Tourism Council with the entity designating its members to the Council: City of Burlington Historical Society; Oliver Cromwell Society; Burlington County Historical Society; Colonial Burlington Foundation; Common Council of the City of Burlington; Mayor of the City of Burlington; the Greater Burlington Chamber of Commerce; the Historic Yorkshire Alliance, Inc.; Main Street Burlington; London Neighborhood Alliance, Inc.; Saint Mary's Hall/Doane Academy, Herman T. Costello Lyceum Hall Alliance for the Visual and Performing Arts; and Art in the City. At-large members can be appointed to the Tourism Council by the Mayor with consent of the Common Council. The members of the Tourism Council shall annually select a President and a Vice President from among its members and such other officers as the members shall deem necessary.
The Tourism Council shall be empowered to:
A. 
Develop bylaws and such other rules and regulations as necessary to further its purposes;
B. 
Act as an advisory agency to the Mayor and Common Council for the promotion of the City;
C. 
Perform such other functions as shall be delegated to it by either the Common Council or Mayor;
D. 
Seek methods to promote tourism within the City through the use of both private and public moneys;
E. 
Submit a budget to the Mayor and Common Council no later than October of each year specifying means and methods of promoting tourism within the City;
F. 
Submit an annual report to the Mayor and Common Council no later than October of each year setting forth actions taken to promote the historic heritage of the City and tourism and to recommend action for the ensuing year;
G. 
Endeavor to develop statistical data showing the economic impact from tourism.

A. 
From members of the Tourism Council, a Special Events Committee shall be formed to promote the City through yearly events held in conjunction with specific Tourism Council member groups and/or at-large member entities or individuals. The Committee shall consist of (not less than four) members of the Tourism Council and also nonmember entities or individuals appointed by the Mayor with consent of the Common Council.
B. 
The Special Events Committee budget shall be included in the Tourism Council budget submitted to the Mayor and Common Council in October of each year.
