not be released until a certificate of release has been issued by
the Board.
The Mayor of the City, and the Municipal Clerk, with the consent
of the governing body of the City, may, whenever the public safety

Such governing body may fix the compensation to be paid to any
person so appointed, and may pay him out of any moneys in the treasury
of the City.
