It is unlawful and shall be a public nuisance for any person:
A. 
To expectorate, urinate or defecate on any public street, public sidewalk or any other public place or in any other place open to and used by the public, or on the lawns or yards of private homes and residences, or any other place not so designed for the sanitary disposal of human waste;
B. 
To go about from door to door, or place himself or herself in any street, road, avenue, highway or other public place to beg or gather alms except in accordance with Chapter 259, Article I, Charitable Solicitations, of the Code of the City of Burlington.

Any person who shall violate any of the terms or provisions of this article shall, upon conviction thereof, be subject to the penalty provisions of Chapter 1, Article III, General Penalty, of the Code of the City of Burlington, except that any person convicted of a first offense under this chapter shall be subject to a minimum fine of $224 payable through the City Violations Bureau.
