Each department head, subject to the direction and supervision of the Manager, shall:
A.
Exercise and discharge such functions, powers and duties as may be allocated and assigned to the department by the Manager or pursuant to this chapter or any ordinance.
B.
Direct and supervise the work of his department.
C.
Organize the activities of the department and allocate and assign functions to its employees.
D.
Have such powers of appointment and removal of subordinates within the department as may be delegated to him by the Manager pursuant to this chapter and/or any ordinance.
E.
Have and exercise such other powers of a department head as may otherwise be provided by this chapter.
