Notwithstanding anything in existing Borough ordinances and/or law to the contrary, it is hereby established that the appointing authority in all such ordinances and laws shall be in accordance with the Municipal Manager Form of Government Law (N.J.S.A. 40:79-1 et seq.), so that the Mayor, the Borough Council and the Borough Manager shall possess those appointing powers as established in the following statutes:
A. 
As to the Mayor, all authority conferred in N.J.S.A. 40:81-8 and 40:82-5.
B. 
As to the Borough Council, all authority conferred in N.J.S.A. 40:81-10, 40:81-11 et seq., 40:81-13, 40:81-16 and 40:82-1.
C. 
As to the Municipal Manager, all authority conferred in N.J.S.A. 40:82-4 and 40:82-5.
All ordinances of the Borough in effect on July 12, 1991, to the extent that same are not inconsistent with this chapter and/or the Municipal Manager Form of Government Law, shall remain in full force and effect until modified or repealed pursuant to law.
Until otherwise provided by ordinance and/or modification to such ordinance, rates of compensation established for persons holding office or employment on the effective date of this chapter shall be continued with respect to the office or employment to which they respectively may be transferred. All such salaries and wages shall be subject to adjustment upon a resurvey of wages and compensation following reorganization of the Borough government pursuant to this chapter. This section is not intended to affect any salary and/or wage provision which may be considered and voted upon by the Borough Council at the Organization Meeting on July 12, 1991, or any subsequent meeting thereafter.
The Borough Manager may suspend, until September 1, 1991, the application of any administrative procedures required by this chapter whenever he determines that personnel, equipment, forms or space are insufficient pending reassignment or appointment of personnel, acquisition of necessary items or relocation of Borough departments.
The various appropriations in the budget of the Borough of Lodi for the fiscal year ending June 30, 1992, are hereby transferred to the department, office or agency of the Borough government to which are transferred the functions, power and duties for which such appropriations were made, and such appropriations shall continue to be available for its objects and purposes for which they respectively were made in said budget as adopted. As soon as practicable on or after July 12, 1991, the Borough Manager shall transmit to the Council an appropriate resolution in the form required by the Local Finance Board of the State of New Jersey to make such correction of the title, text or amount of any items of appropriation appearing in the Borough budget for fiscal year 1991-1992, as adopted, as may be necessary to make any or all such items of appropriation conform with the organization of Borough government and the allocation of functions, powers and duties prescribed by or pursuant to this chapter, provided that the available overall total of budgeted expenditures shall not be increased thereby nor shall any items of appropriation required for debt service, contingent expenses, deferred charges, statutory expenditures, judgments or reserves be reduced or limited thereby.
