All responsible solid waste generators shall contract or otherwise
lawfully provide for the regular collection and disposal of solid
waste generated at their premises.
(a) Nothing herein contained is intended to supersede existing contracts
between responsible solid waste generators and their registered and
authorized collectors.
(b) As used herein, the phrase "or otherwise lawfully provide" is meant
to allow responsible solid waste generators who were, as at June 19,
1991, transporting the solid waste generated at their residential
premises directly to the solid waste facility used by the Township
to continue to do so, at their option, or to engage the services of
a registered and authorized collector.

All responsible solid waste generators shall provide proof of
collection service as follows:
(a) Within 30 days of receipt of a written request from the Township
Manager or his designee, proof of collection service shall be furnished
to the Township Manager or his designee.
(b) In the case of a responsible solid waste generator who is permitted
hereunder to transport solid waste generated at his residential premises
directly to the solid waste facility used by the Township, he shall
furnish proof of same in July of each year.
(c) All collectors of solid waste in the Township shall semiannually
provide the Township Manager or his designee with a list of customers
within the Township serviced by the collector. Such lists shall be
prepared and delivered no later than July 31 and January 31 of each
year and relate back to the collector's customers as at July 1 and
January 1 of the respective reporting period.

Any person who, after receipt of not less than 10 days' notice of noncompliance, violates or fails to comply with the provisions of §§
19-20 and
19-21 of this article shall pay a penalty of $250 for the first offense and $500 for each subsequent offense. Each day shall constitute a separate violation of the provisions hereof. A court appearance shall be required for a second or subsequent offense. Multiple offenders may also be ordered to perform a community service in a recycling program for a period of time not to exceed 240 hours of community service.

Care shall be used in conveying ashes, garbage or refuse from
a house or building and depositing the same in any conveyance or vehicle
so that they will not be dropped or blown upon the ground or any other
place.

The Township Council shall adopt such rules and regulations
as may be necessary to carry into effect the provisions of this article.
