It is hereby found and declared that, in order to foster the public health, safety and welfare, there is a need for the Township to maintain an environment in municipal buildings and offices conducive to the needs of the users and workers. Animal fears or phobias, allergies (which can result even after the animal is no longer present), and the difficulty of keeping animals under control can create situations counter to the safety or comfort of employees and the public. All employees and users of municipal buildings should be able to use these buildings without those concerns.

(a) 
Animals are prohibited in municipal buildings in the Township of Teaneck, with the exception of guide dogs or other service animals, as defined by the Americans with Disabilities Act, 18 CFR 36.104, accompanying individuals with disabilities and especially trained and educated for that purpose.
(b) 
The foregoing prohibition shall not apply to Township-sponsored events (i.e., rabies clinic) or other specific events for which there has been an exception granted by the Township Manager. On occasions where the Township Manager may grant an exception, the animals must be under the control (leashed or crated) of the owner. The animals must be licensed, and have evidence of state-required vaccinations as applicable.

Any person who shall violate any provision of this article or any order, rule, or regulation made hereunder shall be subject to a fine or penalty as provided in § 1-6 of the Township Code.
