The compensation of the Mayor shall be established by local
law, and no increase or decrease shall be effective during the term
of office in which it is enacted.
The Mayor shall have the following powers and duties:
A. To execute and enforce all laws and ordinances.
B. To appoint the Acting Mayor, the Director of Administration and Finance,
the City Clerk, the Corporation Counsel, the Assessor and members
of the various boards and commissions established by this Charter
or by local law, with the confirmation by the Common Council.
C. To appoint, subject to confirmation of the Common Council, such other
department heads and officers provided by this Charter. The respective
board or commission may submit and shall review and evaluate all names
submitted to it, including such names as may be submitted by the Mayor.
The name submitted by the Mayor to the Common Council for confirmation
shall be from those candidates submitted to the Mayor by the respective
board or commission.
D. To remove, with the official approval of the Common Council, all
appointed officers except as otherwise provided by this Charter.
E. To submit to the Council the annual tentative budget as provided
herein.
F. To approve or disapprove resolutions and ordinances, as provided
herein, and to approve or disapprove local laws as provided in the
Municipal Home Rule Law.
G. To recommend to the Council such measures astheymay deem necessary
or expedient.
H. To execute deeds and to enter into contracts on behalf of the City,
as authorized by the Council.
I. To keep the Council fully advised at all times as to the financial
conditions and needs of the City.
J. To preside over Council meetings with the power to vote in case of
ties.
K. To prepare and submit to the Council an annual state-of-the-City
report on or before March 31 of each year.
L. To be responsible for the administration of intergovernmental relations.
M. To employ experts, counsel or consultants for special services at
a compensation not exceeding that fixed by the Council.
N. To exercise such other powers and perform such other duties as may
be prescribed by this Charter, the Administrative Code or by other local law, ordinance or resolution.
