There shall be a Landscape Planning and Design Commission whose members shall be appointed by the Mayor with confirmation by the Council. The number of Commission members, their terms, if any, and their powers and duties shall be set forth in the Administrative Code.[1]

There shall be elected by all electors of Cortland two Constables who shall have been qualified residents continuously for the year preceding their election. They shall possess all the powers and duties conferred by state law upon peace officers.
The City may contract for services to City residents pursuant to appropriate enabling provisions of state law, such as public library services through Cortland Free Library.
