A. 
The use of Sewer District sewers and public sewers tributary thereto shall be strictly limited and restricted, except as provided in Subdivision B hereof, to receive and accept the discharge of sewage, industrial wastes and other wastes generated on or discharged from real property lying within the bounds of the Sewer District, as established and altered, changed, modified, reduced, enlarged, combined and/or consolidated by action of the Town Board and/or any other body designated pursuant to the laws of the State of New York.
B. 
The discharge of sewage, industrial wastes and other wastes generated on or discharged from real property lying outside the bounds of the Sewer District and public sewers tributary thereto shall be made only with the express consent of the Town Board and upon the issuance of a permit setting forth the terms and conditions for such discharge.
All requirements, directives and orders calling for mandatory use of the Sewer District sewers or public sewers tributary thereto or the proper discharge of sewage and industrial wastes and other wastes within this chapter shall be established and given by the Town, the Ulster County Department of Health, the New York State Department of Environmental Conservation or any other state or federal agency.
