Whenever any industrial waste is produced in such quantities as will, in the opinion of the Superintendent or Town Engineer, injure the Sewer District sewers into which it may be discharged or adversely affect the treatment of sewage or which does not yield readily to the treatment by the process employed in the sewage treatment works, such discharge will not be permitted into the public sewers without a license or permit.
Notwithstanding any other provision of this chapter, the Superintendent and Town Engineer are not required to issue a permit for the disposal of industrial wastes if, in their opinion, such disposal of industrial wastes would cause undo injury or harm to the sewer system, its structures and equipment and the health, safety and well-being of the employees, the community and biota of the receiving waters.
