All materials of every description excavated in doing any work
under this article shall belong to the abutting property owner and
shall be so excavated by the contractor as to least injure the material.
If the abutting property owner does not show desire for these materials
by a written request to the Township Manager, before the same are
actually excavated, then it will be assumed that they are not desired
and they shall be the property of the Township. If the abutting owner
claims the materials as above, then the contractor shall leave them
on the abutting property in a location as directed.
