The cost of trunk and lateral sewers and the house connections to such sewers, and the cost of the disposal works and appurtenances in a given area shall be apportioned by the Assessment Commissioners against property benefited thereby, subject to the general regulations set forth in this article.
(a) 
Properties against which no sanitary sewer assessments have been heretofore levied or against which sanitary sewer assessments are pending shall be subject to a fee, as contained in Appendix III of Chapter 2, for the privilege of connecting to the Township sanitary sewer system. The Township Engineer is authorized to charge this amount to the property owner, and such charge shall be paid in full before any connection of the premises to the sanitary sewer system is made.

Outlet charges, trunk line costs exceeding ordinary costs of average eight-inch lateral sewers, force main costs and pumping station and disposal plant costs shall be assessed against all property within the sanitary sewer district affected. No cost shall be held in abeyance. The outlet charges shall be assessed for benefits derived and shall be equally distributed over the drainage area benefited.

New or additional trunk lines shall be assessed only against the area benefited, and shall not be assessed until such trunk lines are built.

Lateral sewers shall be assessed separately when built, and entirely to the property benefited. The costs of house branches, to the curb, shall be equalized and divided between the properties benefited.

All single-family houses shall be exempt from a service charge. All multiple-family houses shall be assessed a service charge which shall be based on and determined by a published schedule to be established by the Township engineer. The receipt for payment for such service charge must be presented to the Construction Official before a building permit will be issued. The money collected for service charges shall be placed in a separate fund to be used for sewer replacements.

All additions to or improvements on outlet works shall be assessed to the entire sanitary sewer district affected by such additions or improvements, and not until they are built.

The Engineering Department shall prepare a map showing the sanitary sewer district affected, and to be assessed, which map shall accompany and be made a part of the construction ordinance.

The terms of payment of the assessments to be levied and the rate of interest thereon shall be stated in the construction ordinance.
