No person shall obstruct or permit the obstruction of any portion
of a street or public place by the storage or placing of any building
material or other material or merchandise thereon and permitting the
same to remain longer than is necessary to convey the same on or into
private property unless a permit therefor shall be obtained from the
Township Engineer.

The application for a permit required by this article shall
state the kind and character of material to be used or placed in such
public street or place, the exact location where it is to be stored
or placed, and the maximum length of time that such obstruction shall
continue. The Township Engineer may impose conditions in any permit
issued under this article with respect to the keeping of the sidewalk
open for traffic and any other conditions which he shall deem proper
in the interest of the public safety and convenience.

(b) Such permit shall be kept posted in a conspicuous place on or near
the material and shall be kept there so a to be readily accessible
to inspection.

Notwithstanding the provisions of §
32-22 and the permit required in such section, no person shall place any building material on any of the streets within the Township and allow the same to occupy or obstruct such street or highway on any point to an extent of more than 1/3 of the width of the street measured from the curbline. Such persons shall, in case of the obstruction of a sidewalk, keep a sufficient passageway open for pedestrians.

Any person who, pursuant to the provisions of this article,
shall place any building material on any street or sidewalk in the
Township shall mark such obstruction from sunset until sunrise with
sufficient red lights plainly visible to all persons using such street
or sidewalk and indicating the portion thereof which is obstructed.
