The Village Justice Court of the Village of Hewlett Bay Park is hereby authorized to establish a Traffic Violations Bureau to assist the Court in the disposition of offenses relating to traffic violations.
A. 
The Traffic Violations Bureau, when established, is authorized to dispose of violations of traffic laws, ordinances, rules and regulations (when such offenses do not constitute the traffic infraction known as "speeding" or a misdemeanor or a felony). Within the limitations stated in Article 14-B of the General Municipal Law, the Traffic Violations Bureau may permit a person charged with an offense to answer, at any time from the receipt of the summons and prior to the return date thereof at such Traffic Violations Bureau, either in person or by written general or special power of attorney, by:
(1) 
Paying a prescribed fine; and
(2) 
In writing, waiving a hearing in court, pleading guilty to the charge and authorizing the person in charge of the Bureau to enter such plea and pay such fine in court.
B. 
The Traffic Violations Bureau shall have the powers and be subject to the limitations set forth in Article 14-B of the General Municipal Law and shall be subject to such additional limitations as the Court establishing it may designate.
The procedure before such Traffic Violations Bureau shall be that provided in said Article 14-B of the General Municipal Law and as provided by the Village Justice Court from time to time.
