The Mayor is hereby authorized to establish any traffic regulation
not provided for by ordinance by written executive order for a temporary
period not to exceed 90 days, subject to the provisions of this chapter.
During the first week of the temporary period, a written communication
shall be sent by the Mayor to notify Council of such proposed regulation
and the reasons therefor.
A.
The temporary period shall begin upon the posting of signs or other
appropriate notice to the public.
B.
Any person or business who or which requests and is granted a temporary
"No Parking" sign shall be charged an administrative fee of $2 per
sign. This fee is in addition to any other fee required by these ordinances.

A.
If an ordinance embodying any temporary regulation or any part thereof
fails to be enacted by Council, such regulation or any part thereof
shall, at the end of said temporary period of 90 days, cease to be
effective.
B.
If the Council directs that any temporary traffic regulation shall
be discontinued immediately, the traffic control devices effecting
such temporary regulations shall be removed at once, and the regulation
shall be void.

A.
The Mayor or designee is hereby authorized to declare an emergency
to exist when any of the streets or highways or parts thereof are
covered by snow or ice which, in the Mayor's discretion, causes
or will cause a condition of serious traffic congestion; said emergency
is to be known as a "snow emergency."
B.
During any snow emergency no vehicle shall be parked on any snow
emergency route as shown on the traffic control map.
C.
During any snow emergency no noncommercial passenger vehicles shall
be operated on any snow emergency route without skid chains, winter-type
mud or snow tires, or operative mechanical or electrical sanders and
abrasive sanding material. For the purpose of this chapter, "winter-type
mud and snow tires" are defined as any new, recapped, retreaded or
rebuilt tires for the controlling of the wheels of motor vehicles,
said tires having anti-skid patterns impressed or cut into the treaded
surfaces to form bars, buttons or blocks especially designed to give
effective traction on snow-, mud- or ice-covered streets.
D.
Snow emergency routes shall be designated by appropriate signs bearing
the words "Snow Emergency Route."
E.
In the case of an actual emergency, the Mayor or a designee, through
appropriate news media, is hereby authorized to announce the issuance
of a snow emergency proclamation.
