As used in this chapter, unless otherwise expressly stated or clearly indicated by the context, the following terms shall have the meanings indicated:
TALL GRASS AND WEEDS
All grasses, annual plants and vegetation, other than trees or shrubs. This term shall not include cultivated flowers and gardens.

All premises and exterior property within the City shall be maintained free from tall grass and weeds in excess of 18 inches. Noxious weeds of any height are hereby prohibited.
Whoever violates the provisions of this chapter shall be subject to the issuance of an immediate non-traffic summary citation.
