The purpose of this district is to preserve the historic character of the downtown business district; to promote the revitalization of the business district; to provide retail shopping, entertainment and services to the residents of Bradford and the surrounding area; to attract tourists visiting the nearby recreational areas; to provide gathering places for residents and university students to spend leisure time; and to provide opportunities for housing to support the businesses in the downtown.
In the C-1 Urban Business District, only the following uses are authorized:

In the C-1 Urban Business District, all uses shall be subject to the following regulations, except as they may be modified by the express standards and criteria for the specific uses by special exception contained in Article XIII.

Minimum front yard: 10 feet. (Note: Exception: Where buildings on either side of a property and in the same block have a setback that is less than 10 feet, the property may utilize the average of the existing setbacks on immediately adjacent properties.)
