All applications for permits pertaining to individual sewage disposal systems, permits to locate and construct or alter a water supply system and retail food-handling licenses shall be made through the Clerk of the Township of Howell or such other person as the Township Council shall from time to time designate who shall then administer and process the application and issue such permit for a license or forward same for processing to the Monmouth County Board of Health for permits or licenses issued by it.

Applicants for the licenses and permits hereinafter described shall pay the following fees to the Township of Howell:
A. 
Septic and well.
(1) 
Fees.
(a) 
Application and permit fee to locate and construct an individual disposal system: $140.
(b) 
Application and permit fee to locate and construct an individual water supply system or well: $100.
(c) 
Permit fee to alter or repair an individual sewage disposal system, individual water supply or well: $100.
(2) 
The responsibility for securing all water samples required to be taken by law shall be accomplished at the expense of the applicant and shall be taken by certified laboratory personnel and tested by a New Jersey Department of Environmental Protection certified laboratory. Test results shall be submitted directly to the Monmouth County Board of Health.
B. 
Food-handling establishments.[1]
(1) 
Permanent retail food establishments:
(a) 
One to 50 seats or less than 3,000 square feet: $100.
(b) 
Fifty-one to 200 seats or less than 10,000 square feet: $200.
(c) 
Two hundred one seats or more or more than 10,000 square feet: $300.
(2) 
Mobile retail food establishments: $100.
(3) 
Agricultural markets: $50.
(4) 
Temporary retail food establishments: $25.
(5) 
Establishments handling prepackaged foods: $50.
(6) 
For licenses issued for the period of July 1, 2025 through December 31, 2025, the fees in this section shall be reduced by 50%.

C.

D. 
Body art establishments.[3]
(1) 
License: $350 for a one-year licensing period from January 1 to December 31.
(2) 
Review of new and revised floor plans and specifications for the establishment of a body art establishment: $100.

E. 
All public pool permits expire June 30 each year and shall be renewed prior to June 30 each year. Any license renewed after June 30 shall incur a late fee of $50.
F. 
All food-handling licenses issued prior to July 1, 2025, expire annually on June 30 and shall be renewed prior to June 30 each year. All food-handling licenses issued commencing on July 1, 2025, shall expire annually on December 31 and shall be renewed prior to January 1 each year. Any license renewed after December 31 shall incur a late fee of $50.
