There is hereby created a board to be known as the "Doña
Ana County International Jetport Advisory Board (AAB)," to be composed
of seven members. At least five of the seven members shall be residents
of Doña Ana County and at least two of the seven members shall
be tenants at the Jetport. No member of the AAB shall be an owner,
officer, principal or employee of any business that does regular business
with the Airport, nor shall any AAB member be a member of any other
Airport board. There shall be a Chair, Vice Chair and Secretary of
the AAB.
This article is enacted pursuant to the statutory authority
granted Doña Ana County in NMSA §§ 4-37-1, 4-38-31
and 3-39-4.
As used in this article, the following terms shall have the
meanings indicated:
AAB
The Doña Ana County International Jetport Advisory
Board.
AIRPORT
The Doña Ana County International Jetport at Santa
Teresa.
With the advice of the Airport Manager, the County Commission,
by majority vote of all the members present and voting, shall make
the appointments and reappointments to the AAB. Each member shall
serve a term of three years, such terms ending on June 30 of the third
year. Should a vacancy occur during a member's term, it shall
be filled in the same manner as appointments and be for the remainder
of the unexpired term.
The AAB shall conduct its meetings and operations in accordance
with the bylaws adopted by the County Commission for that purpose.
In the performance of its official functions, the AAB may be
assisted by the County Airport Manager and his/her staff taking minutes
at the meetings and ensuring the efficient administration and conduct
of the meetings. The Airport Manager shall act as liaison between
the AAB and County. The AAB shall communicate with the County Commission
and the County officers and employees through the Airport Manager.
No member of the AAB has the authority to give an order or direction
to any County officer or employee.
The County Attorney shall serve as ex officio legal counsel
for the AAB.
With the approval of this resolution, Resolution 2010-08 is
repealed and superseded by the terms and conditions of this resolution.
