It is the purpose of these specifications to establish minimum
acceptable standards of street construction for subdivisions in the
Village of Monroe, Orange County, which requirements and standards
must be met and paid for by the person or firm proposing that the
Village take over such street as a Village road. These specifications
include but are not limited to width, design, drainage, construction
of base and pavement, curbs and monumentation. Dedication of the right-of-way
will not be accepted until the Engineer designated by the Village
Board as responsible for construction observation shall have certified
to the Village Board in writing that the construction of the street
has been completed in accordance with the approved plans and specifications
that follow, and that the total right-of-way area has been cleared
of all debris and all construction completed in a workmanlike manner.
When new street rights-of-way are offered to the Village for dedication,
two copies of the final plan and deed description of the right-of-way
shall be submitted to the Village Department of Public Works Superintendent
for approval.
In his written certification, as required above, the Engineer
as designated by the Village Board responsible for construction observation
shall clearly state that he or his authorized representative has reviewed
all phases of the street construction and all work has been completed
in accordance with the approved plans and these specifications.
A. Plans submitted shall not be altered or amended after having been
approved by the Village unless amended plans are resubmitted and approved.
The developer, at his own expense, shall provide additional storm
drainage facilities or utilities as may be ordered by the Village
if during the course of construction, in the opinion of the Village
Department of Public Works Superintendent, the Village Engineer, the
County Superintendent of Highways and/or New York State Department
of Transportation, such additional structures or facilities are necessary
to prevent any need for future installations of utilities or culverts
within the pavement area, to assure the durability of pavement, future
maintenance of right-of-way, or welfare and safety of the public,
except that the Village Board may vary the requirements of such an
order where there are practical difficulties in the way of carrying
out to the letter of such order; unless such variance conflicts with
the provisions of a Village or county official drainage map, in which
event, the official map shall prevail.

B. If construction of said road has not been started within one year
and completed within three years from the date of final approval by
the Village Planning Board, plans shall be resubmitted and approved
as herein specified.
A. A plan of the proposed street shall be prepared by a qualified professional
engineer licensed by the State of New York. The plan shall clearly
define the limits of the proposed right-of-way by metes and bounds
and shall include the location: widths, profiles and grades of the
proposed roadway, storm drainage including culverts and other drainage
structures and the location of all easements and utilities. The plans
shall also indicate the owner of the property and name of the developer,
if other than the owner. One copy each of the plans shall be submitted
to the Village Department of Public Works Superintendent and Village
Engineer at the time of application to make such road a Village road,
and to the County Superintendent of Highways or New York State Department
of Transportation when said proposed street drains toward, intersects
or may otherwise affect a county or state highway. It will then be
submitted to the Village Planning Board and Village Board for review
and approval under the applicable subdivision regulations of the Village.
Such roadway must not be subject to any right or easement to others
which will in any way interfere with its use as a road at all times.
Such roadway must be granted to the Village by a bargain or sale with
covenant deed, insured by a licensed New York State title insurance
company, containing the correct metes and bounds description as shown
on the approved map, which deed must be in such form as approved by
the Village Attorney and as may be required to entitle the same to
be recorded in the office of the County Clerk of Orange County. The
applicant shall pay all filing fees.

B. At the option of the Village, permanent and temporary easements shall
be furnished in said deed granting to the Village the right to maintain
all outlets for surface water or natural stream drainage which will
run from such roadway over private property. A minimum of 20 feet
in width of easement shall be required for the maintenance of said
easements.
C. The proposed roadway shall be constructed to conform to the minimum
requirements and standards set forth below. The minimum width to be
cleared shall include all trees, rock formations, buildings, walls,
and any such things that would endanger those using such roadway.
The cost of removal of such obstructions shall be borne by the person
or firm proposing such road.
D. Sections 170 and 171 of the Highway Law must be fully complied with,
with a minimum of fifty-foot-wide right-of-way furnished.
A. Performance bonds.
(1) Prior to the start of construction of any street, the developer shall
deposit with the chief fiscal officer of the Village cash or a certified
check drawn upon a national or state bank payable at sight to the
Village Board. The minimum total amount of which shall be determined
by cost estimate prepared by the Village Engineer and Village Department
of Public Works Superintendent or the cost to construct the proposed
public improvements. Alternate forms of the bond will require Village
Board approval. Said bond is guaranteeing:

(a)
That within one year the developer will start and within three
years complete all the construction within the right-of-way including
roadway, shoulders, curbs, storm drainage, etc., all utilities including
hydrants and house connections for each lot in accordance with the
approved plans and these specifications, and that all claims for labor
and materials in connection with said construction have been paid
in full prior to offering said road for dedication to the Village.
(b)
That upon certification by the Village Department of Public
Works Superintendent and Village Engineer that the construction of
the street has been completed in accordance with the approved plans
and specifications, the developer will dedicate the completed street
to the Village for use as a public highway free and clear of all liens
and encumbrances. This guarantee of dedication shall apply to the
owner of the property as well as the developer where the two are not
the same entity.
(2) No building permit or certificate of occupancy will be issued until
all of these requirements are met.
B. Maintenance bonds.
(1) Prior to acceptance by the Village of the dedication of a street or other public improvements as guaranteed by Subsection
A(1)(b) under "Performance bonds" above, the developer shall deposit with the chief fiscal officer of the Village cash or certified check drawn upon a national or state bank, payable at sight to the Village Board, a maintenance bond guaranteeing that for a period of one year from the date of acceptance of the dedication of the street by the Village, the developer will maintain the street to the standard of construction set by these specifications, normal wear and tear excepted. This shall be interpreted to mean that the developer shall, at his own expense, repair and make good any defects or damage which may develop during this maintenance period as a result of faulty construction within the right-of-way or as a result of other construction by the developer outside the right-of-way. During the maintenance period, the Village shall be responsible for snow and ice control, street cleaning, cleaning of culverts and catch basins and other work of similar routine nature, provided such work has in no way been caused by the developer's operations.
(2) The amount of the maintenance bond shall be at least equal to 10%
of the amount of the construction cost estimate, at the time of dedication.
(3) Subsequent to the dedication of the street and after receipt of the
maintenance bond, the Village Board shall release the performance
bond.
Final plans shall be drawn to show and demonstrate that the
developer constructed each street in accordance with the approved
plans.
A. Any proposed streets are to meet the specifications for Village streets,
whether private or to be dedicated to the Village of Monroe in the
subdivision or as deemed by the Village Engineer and Village Department
of Public Works Superintendent to be utilized to such an extent as
to cause impact to the Village.

B. The proposed street may be a dead-end street with a cul-de-sac, a
loop (through street) or a street connecting two existing Village,
town, county or state highways.
C. The proposed street may be used for commercial or industrial purposes.
D. All streets shall have concrete curb and sidewalk on both sides of
the street, unless waivers were previously obtained from the Planning
Board.
Details located in the appendix show the cross sections and
construction details for streets. These give the required design, dimensions, and construction
details. The general and more detailed specifications follow for design
and construction. The developer shall design and construct streets
which shall conform to both the general and specific specifications.
A. The developer shall establish and clearly mark on site the limits
of road right-of-way and easements, the center line and grades of
the finished road pavement and the location and elevations of drainage
structures as shown on the approved plans with construction stakes.
Construction stakes shall be maintained at the developer's expense
until the construction of road pavement, drainage structures, curbs
and sidewalks has been completed, inspected and approved by the Village
Department of Public Works Superintendent and Village Engineer.

B. Monuments shall be set on right-of-way lines of streets at all intersections,
angle points, points of curvature, and beginning and end of streets.
Monuments are to be concrete at all road intersections as directed
by Department of Public Works Superintendent and Village Engineer.
Monuments shall be a minimum of 30 inches long. All other monuments
are to be the galvanized iron FENO drivable anchored survey marker
24 inches long or a concrete monument as described above. There shall
be a clear view of adjacent monuments on the right-of-way line. All
monuments shall exist upon completion of the construction of the streets.
If a monument should be located in a rock ledge, the surface shall
be stripped and a copper weld shall be drilled into the ledge. Monuments
shall be flush with the final graded surface.

C. The developer's licensed land surveyor shall certify that the
location of all monuments is accurate before acceptance of the street
by the Village Board.
Where surface water from streets must lead through storm drains,
stream channels or ditches outside the right-of-way, permanent drainage
easements having a minimum width of 20 feet shall be provided to a
point 20 feet beyond where a natural watercourse exists. In some cases
this may include easements over property outside the boundaries of
the subdivision involved. All permanent easement lines shall be monumented
as outlined above.

Prior to beginning any work the developer shall arrange a preconstruction
meeting with the contractor, Village-designated Engineer responsible
for construction observation, and the Village Department of Public
Works Superintendent to establish various procedures that will be
followed during construction and a schedule of required inspections.

A. Upon completion and prior to acceptance by the Village of Monroe,
the Village Engineer and Department of Public Works Superintendent
shall be permitted to take test cores, approximately one every 50
feet, at locations of their choice. The paving contractor shall satisfactorily
replace the material cored out for the sample at no cost to the Village.
Cost of testing shall be borne by the developer.
B. In the event the tests show that specifications have not been met,
such areas shall be fully removed to the required depth and to the
extent of improper installation. The contractor may then proceed with
the proper installation of the pavement, and if the Village Engineer
and Department of Public Works Superintendent so require, additional
core samples may be taken at these replaced areas.
A. The developer shall clear the entire area within the limits of:
(3) Easement areas (where deemed necessary by the Village Engineer and
Department of Public Works Superintendent).

B. All ledge rock and rock outcroppings shall be removed to below the
elevation of the lowest point of the roadbed and shall be done to
afford proper sight distance, drainage and runoff.
C. All roots and stumps shall be grubbed, excavated and removed from
the above areas with the exception of live trees greater than six
inches in diameter that, in the opinion of the Village Engineer and
Department of Public Works Superintendent, do not constitute any hazard
to public safety or potential damage to the roadway immediately or
in the foreseeable future.

The standard driveway entrance and exit crossing requirements
shall be as follows:
A. The applicant shall furnish all materials and bear all costs of construction
within the Village Highway right-of-way and pay the cost of all work
done and materials furnished as required to meet the conditions of
any permit issued by the Village Department of Public Works Superintendent.

B. No alteration or addition shall be made to any driveway heretofore
or hereafter constructed, nor shall any such driveway be relocated,
without first securing a new permit from the Village Department of
Public Works Superintendent.

C. No more than two driveways to a single commercial establishment entering
on one highway shall be permitted.
D. The maximum width for a single combined entrance or exit shall be
not more than 30 feet for commercial use and not more than 24 feet
for residential use. The maximum width for each driveway for commercial
use when two are permitted shall not be more than 24 feet.
E. The angle of the driveway with respect to the pavement shall not
be less than 45°.
F. No driveway shall be permitted within 50 feet of any public highway
intersection.
G. Site distance requirements. A driveway will be permitted where the
sight distance meets a minimum distance of 200 feet.
H. A fully dimensioned plan of the proposed driveway shall be attached
to each application for a permit required hereunder.
I. Any culvert pipe required to be installed at such driveway entrance
or exit shall be of an approved material, no smaller than 15 inches
in diameter and no shorter than 20 feet in length with flared end
sections.
J. All driveways in a right-of-way are to be surfaced with asphalt pavement
(minimum two-inch Type 6F) or concrete.
A. The proposed roads shall be graded; such grading shall conform to
the typical cross section hereto attached, and shall be constructed to grades indicated on a profile
of the proposed street, such profile to be submitted to the Village
Board and comprise a part of the petition requesting the acceptance
of said street or road. The grades thus established shall be in accordance
with good engineering practice, and shall be so laid out that additional
work by the Village will be unnecessary. Maximum grade of any streets
is to be 10% and minimum grade is to be 1%. If the grade requirement
is to be exceeded, special permission must be granted in writing by
the Planning Board and the Village Department of Public Works Superintendent
prior to any construction.

B. All dead-end streets shall be culs-de-sac, with minimum radii as
shown in the appendix of these specifications and a maximum length of 1,100 feet.
C. Where fills are necessary to complete the required line and grade
or to backfill trenches or other excavation, the materials incorporated
in the work shall be acceptable to the Village, and shall be placed
in layers not exceeding 12 inches in depth, each layer to be thoroughly
compacted by rolling with a three-wheel, sheepsfoot, pneumatic tire
or padded wheel roller or by impact rammer or vibrator equipment in
areas inaccessible to power rollers. Compaction shall continue until
the fills are firm and unyielding and meets a ninety-five-percent
proctor density. This is to be confirmed by testing as directed by
the Village Engineer, the cost of which is to be borne by the developer.
D. The rough grade of the road pavement and curb areas shall be completed
to within one inch above or below the finished subgrade as shown on
the approved cross section of the right-of-way improvement.
E. A flow line of ditches shall be maintained in satisfactory condition
at the developer's expense at all times during the course of
construction of the subdivision and until such time as the Village
Board has accepted dedication of the right-of-way.
F. The areas between the curbline and the right-of-way line must be
graded and seeded in order to prevent erosion with a maximum of two-percent
grade.

If in the opinion of the Village Department of Public Works
Superintendent and Village Engineer it is necessary to intercept and
carry away groundwater within the limits of the right-of-way to protect
the stability of the roadbed and curb areas, the subdrainage required
by the Village Department of Public Works Superintendent and Village
Engineer shall be installed at the cost to the developer/owner. Perforated
pipe having a minimum diameter of four inches, encased in 12 inches
of three-fourths-inch clean crushed stone or Item 4 with perforated
pipe with synthetic envelope crushed gravel shall be used for such
purpose in an amount deemed necessary by the Village Department of
Public Works Superintendent and/or Village Engineer.
A. The drainage system and/or culverts shall be designed in accordance
with established engineering principles and approved by the Village
Superintendent of Highways and Village Engineer. Plans for any drainage
structure, when existing or proposed, shall be submitted in detail
to the Village Department of Public Works Superintendent and Village
Engineer for approval. The minimum grade of any drainage pipe or culvert
shall not be less than 1% unless written approval from the Department
of Public Works Superintendent is provided. The approved plans shall
show invert elevations of the inlet and outlet of all drainage structures.
Any deviation from the approved plans shall be on approval of the
Village Department of Public Works Superintendent and Village Engineer,
in writing. No culvert pipe shall be less than 15 inches in diameter.
Pipe for culverts may be reinforced concrete or smooth-flow corrugated
high-density polyethylene pipe, which shall conform to the attached
specifications for materials.

B. The width of the trench in which the pipe is laid shall be sufficient
to permit thorough tamping of the backfill around the pipe. A cushion
of at least six inches shall be laid in line with grade prior to laying
the pipe. No rock over two inches in thickness shall protrude or lay
in this cushion. The soil below the cushion shall be stable enough
that there will be no settlement of pipe after backfilling the trench.
C. The pipe shall be laid to true line and grade on the prepared bed
of the trench. All connections for corrugated plastic pipe shall consist
of a corrugated plastic band lapping at least one full corrugation
of the sections to be connected. Backfilling of the trench shall be
done in accordance with the appended details, and as approved by the
Village Department of Public Works Superintendent and Village Engineer.
The backfill shall be made in layers of no more than 12 inches, which
shall be tamped. In no case shall the top of any drainage pipe be
less than 18 inches below the finished grade of pavement unless written
approval from the Department of Public Works Superintendent is provided.

D. All drainage structures shall be of a size sufficient to carry natural
water runoff and stormwater and also that which, in the opinion of
the Village Department of Public Works Superintendent and Village
Engineer, may be reasonably anticipated from future construction both
from within the development and from adjoining properties which normally
drain across the area of the proposed development during a twenty-five-year
storm event. Additional or larger culverts and drainage structures
shall be installed and paid for by the developer if the Village Department
of Public Works Superintendent and Village Engineer so direct.

E. Roof and cellar drains shall in no case be allowed to flow onto the
street right-of-way. With approval of the Village Department of Public
Works Superintendent and Village Engineer in writing, these drains
may be piped to existing stormwater pipe drains, if any, to which
they will be connected on top only. Such drains must be installed
prior to the start of the application of the foundation course. Drains
from sanitary sewers or septic tanks will not be permitted to flow
into road ditches or storm drains under any circumstances.

F. Pipe. Drainage pipe installed within the proposed road right-of-way
and easements shall be smooth-flow corrugated high-density polyethylene
pipe. When drainage pipe is greater than twenty-four-inch diameter
and/or deeper than six feet below finished grade, then RCP pipe is
required. If pipe size is unavailable in polyethylene pipe, then drainage
pipe shall be reinforced concrete pipe or as otherwise approved by
the Department of Public Works Superintendent and the Village Engineer.

G. Drainage structures.

(1) All catch basins and storm drain manholes shall be precast concrete
with exterior bituminous coating or as otherwise approved by the Department
of Public Works Superintendent and the Village Engineer.
(2) Catch basins shall be spaced at 300 feet or less. On grades in excess
of 6%, the distance between catch basins shall not exceed 200 feet.
Whenever, in the opinion of the Village Department of Public Works
Superintendent and Village Engineer, ground conditions or other circumstances
require it, larger or heavier materials, additional materials, reinforcing
or other modifications and improvements in design and construction
shall be made as directed by the Village Department of Public Works
Superintendent and Village Engineer at any time prior to construction
of pavement.
H. Frames and grates.

(1) Frames and grates shall be stream flow inlets Pattern No. 3433 and
curb-type inlets with six-inch high curb section Pattern No. 2541
Type N with curb inlet nameplate to have written "Dump No Waste Drain
to Waterways" cast on it by Campbell Foundry or approved equal by
the Department of Public Works Superintendent and the Village Engineer.
(2) Storm drainage manhole castings shall be Pattern No. 1007C by Campbell
Foundry or equal approved by the Department of Public Works Superintendent
and the Village Engineer.
I. Headwalls. Headwalls of concrete or mortared stone masonry shall
be constructed at the outlet and inlet ends of culvert pipe. Culverts
shall extend to the toe of embankment. The bearing of all headwalls
shall have a solid concrete base. If soft material is encountered,
it shall be removed and backfilled with run-of-bank gravel. It shall
be the responsibility of the developer that no headwalls shall crack
or become chipped from settlement. A concrete mix of a minimum strength
of 3,500 psi after 28 days shall be used.
A. Street signs of a type approved by the Village Department of Public
Works Superintendent and the Village Engineer shall be installed by
the developer. Prior to naming a street, a check should be made with
the Village Clerk and 911 Coordinator to determine that the proposed
name is not in use. All names are subject to the approval of the Village
Board and 911 Coordinator. The developer shall also install all required
traffic control signs, as recommended by the Village Department of
Public Works Superintendent and the Village Engineer, subject to they
approval of the Village Board.

B. Street name signs shall be double-faced, assembled with engineer-grade
reflective sheeting on extruded aluminum blades. Signs shall be white
characters on green background, six inches in height, by length as
necessary for specific installation. Letters shall be three inches,
uppercase, FHWA Series C, of reflective sheeting. All signs shall
be manufactured per United States Bureau of Public Roads Standards
and shall be chemically treated to meet ASTM B449 (latest revision)
for pretreatment for paint or reflective sheeting.
C. Sign posts shall be 2 3/8-inch O.D., 65/100-inch wall thickness,
hot-dipped galvanized steel, ten-foot length, set three feet into
solid ground.
D. Traffic control devices shall only be installed where approved by
the Village Planning Board and/or Village Board and, if applicable,
the other governmental agencies having jurisdiction for the intersection
of roadways involved. All signs and pavement markings shall be of
the type, size, color, shape and general construction and placement
in accordance with the criteria called for in the "Manual of Uniform
Traffic Control Devices" (latest revision), as promulgated by the
New York State Department of Transportation, Traffic and Safety Division.
Traffic control signs shall be constructed of stock aluminum, manufactured
in accordance with United States Bureau of Public Roads Standards,
treated to meet ASTM B449 for pretreatment for paint or reflective
sheeting.
E. Traffic control signs shall be mounted to heavyweight rib-back channel
posts finished with a green baked-enamel coating. Posts shall be three
pounds per foot weight, manufactured from high-tensile steel. Posts
shall be set a minimum of three feet into solid ground, of a minimum
ten-foot overall length. Posts shall be lap-spliced breakaway system.

Streetlighting facilities. Where required by the Planning Board,
streetlighting standards in conformance with a design approved by
the Village Engineer shall be installed by the subdivider in a manner
and location approved by the Village Engineer, the appropriate power
company and the Department of Public Works Superintendent. In the
case of a subdivision involving a county or state highway, approval
shall be obtained from the County Superintendent of Highways or NYSDOT.
Where a new light district is to be created or an existing district
expanded, the applicant shall petition the Village Board to create
said district or expansion before final approval.

Where required, in the event that the bordering lands to a proposed
road lie four feet or more below the point of shoulder for a continuing
length of 100 feet or more, or the fill slope is steeper than one
vertical on four horizontal or when so required by the Village Department
of Public Works Superintendent and/or the Village Engineer, a box
beam guide rail shall be installed along said shoulder line for that
portion of the road that is four feet or more above the adjacent lands.

Before fine grading or construction of curbs and sidewalks is
started, all utilities including electric, cable, storm and sanitary
sewers, water and all utilities services including house connections
and hydrants shall have been installed and all fill and backfill shall
have been thoroughly compacted to the satisfaction of the Village
Department of Public Works Superintendent and/or Village Engineer.
A. Prior to the laying of the base course, the subgrade shall be shaped
to line and grade and thoroughly compacted with an approved self-propelled
roller weighing not less than 10 tons. All hollows and depressions
which develop under rolling shall be filled with acceptable granular
material and again rolled, this process to be continued until no depressions
develop. This subgrade shall not be muddy or otherwise unsatisfactory
when the base course is laid upon it. Any soft or unstable portions
of the subgrade which develop under the roller shall be completely
excavated and removed from the right-of-way and shall be replaced
with acceptable granular material and the area regraded and compacted
as above.
B. Subgrade shall extend equidistant from the center line of the road
right-of-way and shall conform to the applicable road cross section
and to the approved line and grade.
A. After the subgrade has been constructed and graded to the satisfaction
of the Department of Public Works Superintendent and Village Engineer,
the developer shall furnish and place 12 inches minimum (compacted
thickness) of a subbase course of approved NYSDOT Type 2 material,
crusher run stone or crusher run gravel or other approved material.
All materials acceptable for this course shall be hard, durable and
sound and shall be well graded from coarse to fine, the maximum diameter
of the large particles not exceeding 1 1/2 inches, and shall
meet the gradation as specified in this specification. A certified
analysis of granular material shall be filed with the Village Engineer.

B. The materials shall be placed by means of mechanical spreaders and
shall be thoroughly compacted by rolling with a self propelled ten-ton
roller. Water shall be added to the materials in such amounts as may
be necessary for proper compaction. After compaction, the course shall
be true to grade and cross sections and any depressions shall be eliminated
by the use of additional granular materials thoroughly rolled in place.
In all cases, the subbase course shall be thoroughly compacted so
that it will not weave under the roller.
C. Subbase course shall extend the full width of the subgrade, and shall
extend equidistant from the center line of the road right-of-way and
shall conform to the typical cross section of the road pavement and
to the approved line and grade.
D. Stakes with final line and grade shall be maintained by the developer
at all times to check the subbase course as well as pavement.

No pavement will be allowed to be placed between December 1
to April 1 of the following year except by expressed written authorization
from the Village Engineer and the Department of Public Works Superintendent
in addition to final certification by a licensed P.E. After the subbase
course has been completed as the applicable sections of these specifications
dictate and to the satisfaction of the Village Engineer, the developer
shall furnish and place four-inch bituminous binder course (NYSDOT
Type 3) and a two-inch bituminous top course (NYSDOT Type 6F), unless
otherwise directed by the Village Department of Public Works Superintendent
and the Village Engineer. All placing, mixing, rolling, and tolerances
of materials shall be in conformity with the specifications of the
State of New York Department of Transportation.

The grade of the street shall not be in excess of 10% nor less
than 1%. Only by written permission from the Planning Board and the
Village Department of Public Works Superintendent shall a grade of
more than 10% be allowed due to topographic conditions. Differences
in grade will be effected with a vertical curve of sufficient length
to allow a stopping sight distance of no less than 200 feet based
on a design speed of 30 miles per hour. Where the proposed road intersects
any existing mad or proposed road, a minimum distance of 50 feet shall
be graded to provide a one-half-of-one-percent-to-two-percent grade.
Concrete for the purpose of constructing sidewalks and curbs
shall be air-entrained Portland cement concrete with a minimum twenty-eight-day
compression strength of 3,500 psi and maximum slump of three inches.
All material used shall be in accordance with current New York State
Department of Transportation specifications. Concrete test cylinders
and slump tests will be made as required by the Village Engineer.
The contractor shall cooperate in the making of such tests and bear
the cost of all testing.
Wire mesh to be used for reinforcement of sidewalk construction
shall be welded wire fabric sheets of six-inch-by-six-inch-by-ten-inch
wire mesh gauge on center in both directions.
Expansion joint material shall be preformed bituminous cellular
type joint filler, 1/2 inch thick.
A. Match existing conditions. Otherwise, comply with detail sheet, six
inches by nine inches by 20 inches with an eight-inch reveal. Expansion
joints are to be placed every 10 feet to within 1/4 inch of tip and
face.
B. Concrete should be vibrated in place, exposed edges shall be rounded
with suitable edging tool and exposed surfaces given a brushed finish.
C. Where curbs are installed on an existing street, the reveal on the
face of curbs shall be a minimum of six inches or up to eight inches,
if so requested by the Department of Public Works Superintendent.

D. Bedding material for curb placement shall be a minimum of four inches
of approved run-of-bank gravel.
A. Match existing conditions. Otherwise, comply with detail sheet, four
feet wide and four inches thick.
B. Four-by-four-by-six gauge wire mesh to be used two inches from bottom
of slab.
C. Expansion joints are to be placed at ten-foot maximum intervals or
wherever the sidewalk meets another walk, driveway, building, wall,
catch basin or any rigid object.
D. Contraction joints are to be one-eighth-inch-to-one-quarter-inch
wide and at five-foot maximum intervals.
E. Exposed edges shall be rounded to a radius of 1/2 inch with an edging
tool. Concrete should be broomed to a neat and workmanlike finish.
F. Bedding material for sidewalk placement shall be six inches of approved
run-of-bank gravel.
All disturbed pavement shall be saw cut and replaced with a
Type 6FX DOT-approved bituminous material, minimum of three inches
thick.
A. All disturbed areas shall be topsoiled with acceptable material.
(1) Topsoil to be at a minimum six-inch thickness.
(2) Loosen all ground surfaces to a minimum depth of two inches to facilitate
bonding of the topsoil to the subgrade. Remove all stones and rubbish
larger than two inches in size from surface of subgrade.
B. All disturbed areas to be sowed with a perennial rye, approved fertilizer,
and then an approved mulch is to be placed within 24 hours for protection
of seeded areas.
A. The developer shall design and construct all driveways within the
limits of the right-of-way with sufficient sight distance and with
a grade of no more than one inch per foot from the curb to the right-of-way
line. The minimum width of the driveway pavement at the curb or street
pavement line shall be 15 feet, tapering to a minimum of 10 feet at
the right-of-way line. All driveways shall have a six-inch run-of-bank
gravel foundation course from curb to right-of-way line with a minimum
two-inch bituminous top course.
B. All driveways shall be graded to the satisfaction of the Village
Department of Public Works Superintendent and Village Engineer prior
to the surfacing of such driveways. Maximum allowable driveway slope
shall be 10%.

A. All intersections with existing Village, town or county roads shall
be constructed with the edge of pavement having a radius of 30 feet
minimum. Intersections within the development shall be constructed
with edge of pavement having a radius of 30 feet minimum and 35 feet
maximum. All intersecting streets shall have a minimum horizontal
sight distance of 200 feet in each direction. Exceptions for less
than 200 feet will be in writing and approved by the Village Department
of Public Works Superintendent and/or Village Engineer.

B. Where a development street intersects a Village, town or county road,
the approved plans will show the proposed type, length and diameter
of pipe and drainage flow along said road. The pipe will be installed
and paid for by the developer under the direction of the Village Department
of Public Works Superintendent and Village Engineer, or the County
Superintendent of Highways or his representative, as the case may
be.

C. The grade of the intersecting street with a Village or county road
shall be no more than one inch per foot from the edge of the shoulder
of the Village or county road to the right-of-way or road line of
said road. The County Superintendent of Highways shall be notified
of all intersections with county roads, for approval of location,
grade, and drainage structures.
Final decision as to the interpretation of any part of these
street specifications shall rest with the Village Board. It shall
have the authority to modify the requirements of these specifications
when conditions make it necessary to do so.
A. Granular material.
(1) Granular material and select granular material shall consist of approved
sound durable sand, gravel or broken stone.
(2) Granular material shall conform to the following gradation:

(3) Gradations shall be determined in accordance with ASTM Designation
D422.
B. Crushed stone; crushed gravel.
(1) All materials shall consist of clean, durable, sharp-angled fragments
of rock or gravel, free from soft or disintegrated stone, dirt, or
other objectionable materials.
(2) Crushed stone shall meet the following percentages by weight, passing
through square screen openings: 90% to 100% pass through one-and-one-half-inch
screen; 55% pass one-inch screen; 15% pass one-half-inch screen.
(3) Crushed gravel shall meet the same requirements as crushed stone
except that the mixture must have a minimum of 75% fractured particles.
A. All concrete for headwalls, etc., shall be mixed in mechanical mixers
with contents of 100% portland cement, clean water free of oil, salt,
acids, alkali, vegetable matter or other deleterious matter, and aggregate
that is clean, hard-crushed stone or crushed gravel free from clay,
silt, loam or other deleterious matter.
B. Concrete shall develop an average ultimate compression strength,
based on a three-inch slump, of not less than 3,500 psi at 28 days
and approved by the Village Department of Public Works Superintendent
and Village Engineer.

A. High-density polyethylene pipe. Pipe installed within the proposed
road right-of-way and easements shall be high-density polyethylene
corrugated plastic smooth-flow pipe. If pipe size is unavailable in
high-density polyethylene pipe, then drainage pipe shall be reinforced
concrete pipe or as otherwise approved by the Department of Public
Works Superintendent and the Village Engineer.
B. Reinforced concrete pipe. The specifications shall be the same as
the New York State Department of Public Works Specifications for Reinforced
Concrete Pipe, except that the tongue-and-groove pipe is preferred
for all sizes. Each piece of pipe shall be stamped as such and the
condition of pipe shall be approved by the Village Department of Public
Works Superintendent and Village Engineer.
A. All bituminous material furnished shall conform with the general
specifications for materials of construction as given in the New York
State Department of Transportation Standards, or, if appropriate,
Part II, Section 6, of the Public Works Specifications, State of New
York, Department of Public Works, Division of Construction.
B. For the application of bituminous material, distributors must be
provided with acceptable units for the control of temperature of material.
The bituminous material must be heated to such temperatures as are
required by the Village Department of Public Works Superintendent
and the Village Engineer. No bituminous material shall be applied
when the surface of the pavement is wet, and the Village Department
of Public Works Superintendent and the Village Engineer reserves the
right to order the application of such material to be stopped when
he deems the conditions unfavorable. Tack coat shall be applied when
the top coat is not placed with 24 hours of placement of base course
as deemed necessary by the Village Department of Public Works Superintendent
and the Village Engineer. Tack coat shall be uniformly applied to
a prepared clean pavement and shall meet New York State Department
of Transportation specifications.

Street trees shall be placed outside of all proposed rights-of-way.
At no time shall any tree be planted within the right-of-way. Trees
shall be planted along both sides of the road 40 feet on center. Trees
are to be minimum two-and-one-half-inch caliber at a height of five
feet and installed as detailed within these specifications. Trees
are to be chosen by the Planning Board from the approved list attached
to these specifications and made part of the overall subdivision plans.
