A. 
Light.
(1) 
Habitable space shall have natural light provided by means of one or more windows, skylights, transparent or translucent panels, or any combination thereof that face directly on open space.
(2) 
Kitchenettes, bathrooms and toilet rooms shall be provided with electric light of sufficient intensity and so distributed as to permit the maintenance of sanitary conditions and the safe use of the space and the appliances, equipment and fixtures.
(3) 
Stairs shall be provided with electric light to allow safe ascent and descent.
(4) 
All space shall be provided with electric light and fixtures appropriate for the intended use.
(5) 
Laundry rooms, furnace rooms and similar nonhabitable spaces shall be provided with electric light appropriate for the intended use of such rooms.
(6) 
Exterior lighting shall be maintained in operating condition.
B. 
Ventilation.
(1) 
Habitable space shall have natural ventilation provided by means of openable parts of windows or openable skylights or other openings in exterior walls that face directly on open space.
(2) 
Kitchenettes, bathrooms and toilet rooms shall be provided with ventilation of sufficient intensity and so distributed as to permit the maintenance of sanitary conditions and the safe use of the space and the appliances, equipment and fixtures.
(3) 
Kitchens without windows shall be provided with mechanical ventilation.
(4) 
All spaces which contain central heat-production equipment shall be ventilated.
(5) 
Shower rooms, locker rooms, massage rooms, dressing rooms and laundry rooms shall be provided with either natural or mechanical ventilation.
(6) 
Garages within or accessory to dwellings and multiple dwellings shall be provided with electric light.
(7) 
Ventilation shall be provided in unheated attics, spaces below flat roofs and crawl spaces. Location and net areas of ventilation openings shall be such as to minimize deterioration of structural members from condensation or other causes, in conformity with generally accepted standards.
A. 
Safe, continuous and unobstructed exits shall be provided from the interior of the building to the exterior at a street or to a yard, court or passageway leading to a public open area.
B. 
Exits shall be arranged, constructed and proportioned so that occupants may escape safely from the building in case of emergency.
C. 
Nothing shall be placed, accumulated or stored on premises which obstructs egress from stairways, passageways, doors, windows, fire escapes or other means of exit.
D. 
In all buildings, exits, including vestibules, stairways, passageways, corridors and hallways, but excluding fire escapes, shall be lighted with electric light at all times so as to afford safe passage.
E. 
Vending machines and other equipment or materials shall not be located in lobbies, corridors or passageways if such constitute a fire hazard or interfere with the exit facilities.
A. 
Stairs, both interior and exterior, shall be arranged and constructed with consistent treads, risers, and width in conformity with generally accepted standards so as to provide safe ascent and descent.
B. 
Stairs or steps of more than three risers shall have a handrail parallel to the stair slope on at least one side. Where one or both sides of such stairs or steps are open, railings shall be provided on open sides.
C. 
Railings or parapet walls shall be provided at open sides of porches and decks more than 18 inches above grade, balconies, mezzanines, accessible roofs, exit passageways, areaways, motor vehicle parking decks and ramps and around floor openings.
D. 
Miscellaneous requirements.
(1) 
Dwelling units shall be separated from each other and from other spaces outside the dwelling unit.
(2) 
Sleeping rooms within dwelling units shall be separated by a partition from each other and from other spaces outside the sleeping rooms to provide privacy.
(3) 
Lodging units shall be separated from each other and from other spaces outside the lodging units.
(4) 
A communal kitchen or dining room in a lodging house shall be accessible to the occupants sharing such kitchen or dining room without going through a dwelling unit or lodging unit of another occupant.
