The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device. No person shall stop or park a vehicle:
A. 
On a sidewalk;
B. 
Within the intersection of any cross street;
C. 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic;
D. 
Within 15 feet of a fire hydrant except where standing, occupied and attended by a licensed operator;
E. 
Within five feet of a driveway;
F. 
In any area designated as a fire lane or fire area. The Board of Trustees may designate a fire lane or fire area in any location that it finds should be reserved exclusively for Fire Department, Police Department, ambulance or other emergency vehicles in the performance of official duties. Fire lanes or fire areas shall be designated by painted borders and labeled "Fire Lane" or "Fire Area." No owner of premises on which a "Fire Lane" or "Fire Area" is designated shall allow or permit any vehicle to stop, stand or park in such fire lane or fire area;

G. 
In a loading zone for any purpose or length of time, other than for the expeditious unloading and delivery or pickup and loading of materials, in any place marked as a loading zone. In no case shall the stop for loading and unloading of materials exceed 30 minutes;

H. 
In a designated parking space unless said vehicle is entirely within the limits of the parking space as designated by the appropriate markings; or

All motor vehicles shall be parked or left standing in any street, road, or highway in the Village only by placing the same parallel to and within six inches of the curb or side thereof and facing in the proper direction.
A. 
No owner or operator of a motor vehicle shall park on the following streets during a snow emergency:
(1) 
East Broadway;
(2) 
Main Street; or
(3) 
Old Northern Boulevard (downtown).
B. 
Upon declaration of a snow emergency by the Mayor or Acting Mayor, such Mayor or Acting Mayor may enumerate any additional streets, as deemed necessary, within the Village where parking shall be prohibited throughout the duration of the emergency.

No person shall park, stop or stand a vehicle at any time upon any street, alley, municipal parking facility or highway in any area where appropriate signs or markings have been placed indicating that parking, stopping or standing are prohibited or that the area is a no parking, no stopping or no standing zone, nor in any area where signs have been placed indicating that parking, stopping or standing are limited to a specific length of time for a period longer than specified upon such signs, nor in any area where signs have been placed indicating that parking, stopping or standing are prohibited during certain hours of the day or days or portions of days of the week, during hours or portions of days during the times when parking, stopping or standing are prohibited as directed on such signs.

A. 
Pursuant to §457-3 of these regulations, the Mayor may establish regulations for the use, maintenance and operation of municipal parking fields owned or operated by the Village of Roslyn, hereinafter designated as follows:
(1) 
Parking Field No. 1A located at the south side of Old Northern Boulevard between Tower Place and East Broadway.
(2) 
Parking Field No. 1B located of the northwest corner formed by the bend in Old Northern Boulevard at the East Broadway intersection.
(3) 
Parking Field No. 2 located at Lumber Road and including adjacent street meters.
(4) 
Parking Field No. 3 located at the west side of Edwards Street north of Warner Avenue. No vehicle shall be parked or permitted to stand in Parking Field No. 3, except in metered areas, without first obtaining a permit to park in such area from the Board of Trustees. The fee for the permit to park in Parking Field No. 3 shall be in an amount as determined from time to time by the Board of Trustees. The permit shall be valid for one year, and the fee, shall be applicable to all subsequent renewals. The parking permits for Parking Field No. 3 shall be issued upon proper application and payment of the applicable fee by the Village Clerk/Treasurer subject to the approval of the Board of Trustees and shall show the particular parking space assigned to the vehicle. The parking permit issued under this section shall not be transferable from one owner to another or from one car to another without the approval of the Board of Trustees and the endorsement of such approval in writing on the permit issued by the Village Clerk/Treasurer. All vehicles for which a permit shall be issued shall have conspicuously displayed on the right rear window of such vehicle a permit sticker issued by the Village Clerk/Treasurer bearing the period for which the same shall be issued.
B. 
No operator of a vehicle shall at any time, within any metered or unmetered municipal parking field, park a vehicle in any designated space in any manner other than headed into and facing a center island when occupying an interior parking space or facing the nearest outside boundary of the area when occupying a perimeter parking space.
A. 
Only vehicles being used for severely disabled persons, as defined by Vehicle and Traffic Law § 404-a, shall have the right to park in those parking spaces hereinafter designated.
B. 
Such handicapped person shall obtain a handicapped parking permit from the Village Clerk/Treasurer by providing proper medical certification together with such other information as may be requested by the Village Clerk/Treasurer. Such permit must be displayed on the vehicle parked in any of the designated parking spaces.
C. 
Any vehicle displaying a special license plate or parking permit issued by a police department or other agency under the laws of the State of New York or by any other state, district or territory subject to the laws of the United States or a foreign country which displays such permit in the same manner as above stated shall be entitled to such parking.
D. 
The following parking spaces are hereby designated for handicapped parking:
(1) 
In front of 15 Bryant Avenue: one handicapped parking space.
(2) 
In front of 1372 Old Northern Boulevard just east of the parking lot on the south side of Old Northern Boulevard: one handicapped parking space.
(3) 
On Edwards Street on east side: two consecutive handicapped parking spaces adjacent to Warner Avenue.
(4) 
On Edwards Street: one handicapped parking space in the northern cul-de-sac at the end of the street.
E. 
The following parking spaces are hereby designated for handicapped parking in the following parking fields (see § 457-14 for description of parking fields):
(1) 
Parking Field No. 1A: two handicapped parking spaces.
(2) 
Parking Field No. 2 (Lumber Road): one handicapped parking space.
(3) 
Parking Field No. 3: eight handicapped parking spaces.
(4) 
Such other spaces or areas as shall be set by resolution of the Board of Trustees.
