The following rules and regulations shall be effective for any citizen, citizen group, corporation or other entity requesting use of the Community Room within the Borough Municipal Building.
The Community Room may only be utilized by any individual, group, or other legal entities in the furtherance of policies or objectives for the public good or community service, including, but not limited to:
A. 
Any councils, boards, committee or committees appointed by the governing body;
B. 
Any departments in the government of the Borough;
C. 
Local political parties;
D. 
Individuals or groups appointed by the governing body to perform services for the public or community good.
All groups and residents previously approved by the governing body of the Borough may reserve rooms in the Municipal Building. The Borough Council may, by resolution, add or delete groups or residents for approval. The Borough Administrator shall maintain a list of approved groups and residents. A list of approved groups or residents as of the adoption of this chapter is attached as Schedule A.[1]

Any Raritan Borough resident may reserve a room subject to the following regulations:
A. 
Such resident must be present at all times during the room's use;
B. 
A refundable deposit of $150 shall be made prior to the use of the room. Such deposit will be returned in the event the room is restored to its condition as prior to the use. In the event the room is not returned to such condition, which will require Borough resources to remedy, or the room's use is continued outside of the designated time, such deposit shall be forfeited;
C. 
Any complaints or objections as to the condition of the room shall be reported prior to the use. If no report is made, it shall be presumptively established that the room was satisfactory for the use by the applicant;
D. 
A minimum of seven days' notice must be given for reservation of the room. The room may only be used during business hours, Monday through Friday, 8:30 a.m. to 4:15 p.m., unless the Borough governing body has previously granted permission for other times, in which case a nonrefundable charge for locking, unlocking and otherwise supervising the room shall be made, which shall be equal to the current hourly charge for janitorial services multiplied by the number of hours the room is to be used, with a minimum of one hour; and
E. 
All Fire Code maximum occupancy limits will be observed.
All groups and residents of the Borough which have not been previously approved and are seeking to utilize rooms within the Municipal Building shall be required to provide a certificate of insurance evidencing insurance of no less than $1,000,000. Such certificate shall specifically name the Borough of Raritan as an additional insured. The Borough governing body may waive such requirement, upon application by an applicant, in its sole discretion. Any requests to waive the insurance requirement must be made, considered and voted upon at a regularly scheduled meeting of the governing body.
Any and all individuals, groups and legal entities utilizing any room within the Municipal Building are required to restore all tables, chairs and all furnishings to the same order and condition as when they first entered such room. Failure to do so shall constitute a basis for refusing any further requests by any such individual, group or entity for use of the building in the future.
Any and all individuals, groups or entities utilizing the Municipal Building shall be required to clean the area used after such use, including neatly bagging all garbage and removing to the outside garbage storage area, so that the cleanliness of the entire building is the same as prior to such use. Failure to do so shall constitute a basis for refusing any further requests by any such individual, group or entity for use of the building in the future.
Rooms shall be reserved on a first-come-first-served basis. It shall be the responsibility of the individual, group or entity seeking use of any room within the Municipal Building to reserve same through the Borough Clerk.
Any reservation of any room within the Municipal Building may be preempted if such room is needed for any official governmental function. Such preemption decisions shall be made by the Borough Administrator at his or her sole discretion.
