This article shall be known as the "Borough of Raritan Salary and Wage Ordinance."

The annual salaries, hourly wages and other compensations of the hereinafter-specified officers and employees of the Borough of Raritan shall, pursuant to N.J.S.A. 40A:9-165, be fixed and determined from time to time by ordinance of the Borough Council of the Borough of Raritan within the minimums and maximums established in § 60-5 hereof.[2]
Annual salaries herein established relating to an office or an employment shall be prorated for periods of less than one full year.
The salaries or wages of full-time officers or employees shall be paid biweekly, and the salaries or wages of the part-time officers or employees shall be paid monthly, except for the Mayor and Councilmen, who shall be paid semiannually.
The following minimum and maximum wages or salaries for the respective offices and employments are hereby established as of January 1, 1980, until changed by subsequent ordinance of the Borough Council.[1]

The wages or salaries for the office of Council person is hereby established at $1,500 annually. The wages or salary for the office of Mayor shall be $2,000 annually. Such salaries shall be effective as of January 1, 2005, and shall remain in effect until changed by subsequent ordinance of the Borough Council.

For the purposes of this article, the term "member of the Police Department" shall include the officers and patrolmen of the Police Department of the Borough of Raritan, but shall not include the Chief of Police.

Commencing July 1, 1980, the salaries for police officers shall be as follows.

Commencing January 1, 1981, the salaries for police officers shall be as follows.
D.
Commencing January 1, 1982, the salaries for police officers shall be as follows.

As in the past, salaries and other compensation shall be paid on a biweekly basis.
Longevity payments based upon years of service shall be made annually to each member of the Police Department as follows:
"Overtime" shall be defined as any work in excess of eight hours per day and shall be paid to all employees below the rank of Captain on the following basis:
A.
Hours incidental to and immediately following or preceding a regular tour of duty in excess of eight hours shall be paid at 1 1/2 times the regular rate of pay.
B.
In the event that a police officer is called in for duty during his time off, the police officer shall receive 1 1/2 times the regular rate of pay for three hours of work or for all time worked, whichever is greater.
C.
Off-duty court appearances (including grand jury proceedings and appearances before administrative agencies), other than Municipal Court, shall be paid at the rate of 1 1/2 the regular rate of pay. Off-duty Municipal Court appearances shall be compensated at the straight-time rate of pay.
Each police officer shall receive 12 days' pay in two equal installments on June 1 and December 1 for the following holidays: New Year's Day, Lincoln's Birthday, Washington's Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Columbus Day, Election Day, Veterans Day, Thanksgiving Day and Christmas Day.
A member of the Police Department shall be credited with one paid personal day for each four months of continuous employment; provided, however, that the maximum number of personal days which may be accumulated shall be three. A member of the Police Department may request that a reported absence from work be charged against his accumulated personal days. Personal leave days shall not accumulate from year to year, and no compensation shall be paid in lieu of time off for said personal leave days.
During the calendar year 1980, each officer shall receive an annual clothing allotment of $275 for the purpose of replacing worn-out articles of his designated uniform and for the purpose of maintaining said uniform. During the calendar year 1981, the aforesaid clothing allotment shall be increased to $300. During the calendar year 1982, the aforesaid clothing allotment shall be increased to $325. As in the past, the Borough shall provide a uniform cleaning service for each officer not to exceed an annual cost to the employer of $100 per officer.
Each member of the Police Department shall be entitled to an annual vacation leave, depending on his years of service, as follows:

In the event of a death in the employee's immediate family, time off without loss of compensation for three working days shall be granted. "Immediate family" shall be defined as follows: spouse, child, mother, father, mother-in-law, father-in-law, sister, brother, sister-in-law, brother-in-law or any other person living in the employee's residence. In the event of death of an employee's aunt, uncle, niece or nephew, said employee shall be granted time off without loss of compensation for one working day.
The Borough shall provide and pay for the premium for Blue Cross and Blue Shield coverage, including Rider J, and provide and pay for major medical coverage for all members of the Police Department and their eligible dependents. The Borough shall continue to provide and pay for the premiums for life insurance in the amount of $5,000 for each employee.
The salaries, other compensation and benefits provided for in this article shall be retroactive to January 1, 1980.
