In accordance with the provisions of § 82-3, no person shall park their vehicle at any time upon any of the following described streets or parts of streets, except that a vehicle owned or operated on a regular basis by a resident of the Borough of Raritan may be issued a residential parking permit whenever the Borough Administrator or his designee shall be satisfied that the vehicle, weighing no more than five tons, is owned or operated on a regular basis by a resident of the Borough, which resident, through no fault of his or her own, has an undue hardship related to the parking of such vehicle on a street on which the resident resides. In such case, the Borough Administrator or his designee may issue a residential parking permit to be displayed on the left rear window of the vehicle in such a manner as to be accessible to visual examination by an officer. Such permit shall designate the area at which the vehicle is permitted to park which would otherwise be restricted.
