A. 
There is hereby established in the Borough of Glassboro a program for the mandatory separation of the following items for garbage and refuse, which items shall be disposed of in accordance with the regulations contained under this article: paper products, cardboard, glass, aluminum, tin, oil, plastics, batteries, metal, wood, brush, grass, leaves, yard debris and tires.
B. 
Said items shall not be disposed of at a sanitary landfill, but shall be recycled. To accomplish said purpose and requirement, said items may be disposed of in the manner provided in § 408-12 hereof or the owner or occupant of a building may separate and dispose of such items for recycling by private arrangement, in which event such owner or occupant shall maintain records of the description and quantity of such items and furnish the Borough with documentary proof of same at times and in the manner required by the Borough, the purpose of this requirement being to enable the Borough to include such items in applications for funding under governmental recycling programs.
For the purpose of this Article II of this chapter, the following words and phases shall have meanings respectively ascribed to them as follows:
ALUMINUM
Heavy aluminum (i.e., gas grills, aluminum doors, lawn chairs and the like).
BATTERIES
Car, truck and motorcycle only.
DESIGNATED RECYCLABLE MATERIALS
Those materials designated within the Gloucester County District Solid Waste Management Plan to be source separated for the purpose of recycling. These materials include glass bottles and jars, No. 1 and No. 2 plastic bottles and jugs, tin and aluminum cans, all types of paper, all types of cardboard, those designated recyclable materials from the county recycling plan for the residential, commercial and institutional sectors.
ELECTRONIC WASTE (E-WASTE)
A computer central processing unit and associated hardware, including keyboards, modems, printers scanners and fax machines; a cathode-ray tube, a cathode-ray-tube device, a flat panel display or similar video display device with a screen that is greater than four inches measured diagonally and that contains one or more circuit boards, including a television, stereos, CD players, DVD players, and cell phones.
GLASS BOTTLES AND JARS
All products made from silica or sand, soda ash and limestone, the product being transparent or translucent and being used for packing or bottling of various matter and all other material commonly known as "glass," excluding, however, blue and flat glass and glass commonly known as "window glass," and ceramic.
METAL
Light or heavy iron (i.e., swing sets, fence posts, appliances, etc.).
MOTOR OIL
From oil changes on private vehicles; does not include businesses.
MULTIFAMILY DWELLING
Any building or structure, or complex of buildings in which three or more dwelling units are owner-occupied or rented or leased, or offered for rental or lease, for residential purposes (see N.J.S.A. 13:1E-99.13a) and shall include hotels, motels, or other guest houses serving transient or seasonal guests as those terms are defined under Subsection (j) of § 3 of the Hotel and Multiple Dwelling Law, P.L. 1967, c. 76 (N.J.S.A. 55:13A-1 et seq.).
MUNICIPAL RECYCLING COORDINATOR
The person or persons appointed by the governing body and who shall be authorized to, among other things, enforce the provisions of this article, and any rules and regulations which may be promulgated hereunder.
MUNICIPAL SOLID WASTE (MSW) STREAM
All solid waste generated at residential, commercial, and institutional establishments within the boundaries of the Borough of Glassboro.
PAPER PRODUCTS
All uncontaminated paper materials such as newspaper, magazines, books, paper, food cartons, cardboard boxes, wrapping paper, junk mail, discarded letters and envelopes, cereal boxes and the like.
PLASTIC BOTTLES
Number 1 and No. 2 plastic bottles and jugs.
RECYCLABLE MATERIAL
Those materials which would otherwise become solid waste, and which may be collected, separated, or processed and returned to the economic mainstream in the form of raw materials or products.
SINGLE STREAM
A combining of nonputrescible source-separated recyclable materials such as plastic bottles and jugs, paper products, cardboard, tin and aluminum cans, and glass bottles and jars for the purpose of recycling.
SOURCE-SEPARATED RECYCLABLE MATERIALS
Recyclable materials which are separated at the point of generation by the generator thereof from solid waste for the purposes of recycling.

The process by which recyclable materials are separated at the point of generation by the generator thereof from solid waste for the purposes of recycling.
TIN/ALUMINUM CANS
Food storage and beverage cans.
The collection of recyclable material shall be in the manner prescribed as follows:
A. 
All blue carts, assigned by recorded serial number to each residential taxable property and will remain the property of the Borough of Glassboro, containing single-stream recyclable materials shall be placed, prior to collection, between the curb and the sidewalk, or in the absence of curb and sidewalk, as near to the street as not to constitute a danger, where such carts shall be readily accessible to the automated truck without providing obstruction to pedestrians. The owner or occupant of the premises shall keep all carts clean and in safe handling condition. Receptacles or other items to be disposed of shall be placed as noted above any time after 3:00 p.m. of the day immediately preceding the day of collection, but no later than 7:00 a.m. (6:00 a.m. during summer hours) of the day of collection. After collection, all containers shall be removed from the curbside by no later than 9:00 p.m. of the day of collection.
B. 
All receptacles or dumpsters shall be maintained in accordance with the Health Code of the Borough of Glassboro.
C. 
Single-stream collection, residential: Paper products, cardboard (shall be flattened), glass bottles, plastic bottles, aluminum and tin cans shall be placed in the blue cart and placed at the curb for collection and removal on the day specified by the Glassboro Highway Department. Note: Cardboard deemed too large to go in the blue cart may be placed outside of the cart.
D. 
Single-stream collection, commercial, condominiums, and apartment complexes: Paper products, cardboard (shall be flattened), glass bottles, plastic bottles, aluminum and tin cans shall be placed in the blue cart and placed in the designated area for collection and removal on the day specified by the Glassboro Highway Department.
E. 
Other recycled items for residential pickup:
(1) 
Grass clippings, thatching and other small yard debris are to be placed in an open container labeled "grass." It should be no larger than a thirty-gallon container and weigh no more than 50 pounds; no sod or dirt. The container shall be placed at the curb for collection and removal on days specified by the Glassboro Highway Department. Grass can be placed in biodegradable paper recycling bags that are sold by the Borough, not plastic bags.
(2) 
Leaves shall be raked into the curbline for pickup from October 1 to December 15 and for spring cleanup which takes place from April 1 to April 30. All other times leaves are to be placed in with grass clippings or yard debris. Leaves can be placed in biodegradable paper recycling bags that are sold by the Borough, not plastic bags.
(3) 
Wood shall be cut into not more than four feet in length and stacked at the curb; no contractor's debris.
(4) 
Brush and tree limbs (including Christmas trees) shall be no longer than six feet in length and four inches in diameter, all facing the same direction and placed at curbside for collection and removal on days specified by the Glassboro Highway Department.
(5) 
Oil shall be brought to the Highway Department for disposal into a reclamation tank.
(6) 
Batteries shall be brought to the Highway Department.
(7) 
Metal shall be no longer than six feet in length. All cement shall be removed from any in-ground anchoring (i.e., swing sets, etc.).
(8) 
Appliances: Doors shall be removed from washers, dryers, refrigerators, freezers, etc., and placed at the curb for collection for removal on days specified by the Glassboro Highway Department.
(9) 
Tires: Only one tire per residence will be collected per week.
(10) 
E-waste (electronic waste) such as computers, printers, monitors, small appliances, stereos, radios, vacuum cleaners, and the like shall be placed out to the curb on the regular trash day for collection.
A. 
All commercial and institutional generators of solid waste shall be required to comply with the provisions of this article.
B. 
The arrangement for collection of designated recyclables hereunder shall be the responsibility of the commercial, institutional or industrial property owner or his or her designee, unless the municipality provides for the collection of designated recyclable materials. All commercial, institutional or industrial properties which provide outdoor litter receptacles and disposal service for their contents shall also provide receptacles for designated recyclable materials, for those materials commonly deposited, in the location of the litter receptacle, and shall provide for separate recycling service for their contents.
C. 
Every business, institution, or industrial facility shall report on an annual basis to the Recycling Coordinator, on such forms as may be prescribed, on recycling activities at their premises, including the amount of recycled material, by material type, collected and recycled and the vendor or vendors providing recycling service.
D. 
All food service establishments, as defined in the Health Code, shall, in addition to compliance with all other recycling requirements, be required to recycle grease and/or cooking oil created in the processing of food or food products, and maintain such records as may be prescribed for inspection by any code enforcement officer.
A. 
Any application to the Planning Board of the Borough of Glassboro for subdivision or site plan approval for the construction of multifamily dwellings of three or more units, single-family developments of 50 or more units or any commercial, institutional, or industrial development for the utilization of 1,000 square feet or more of land must include a recycling plan. This plan must contain, at a minimum, the following:
(1) 
A detailed analysis of the expected composition and amounts of solid waste and recyclables generated at the proposed development; and
(2) 
Locations documented on the application's site plan that provide for convenient recycling opportunities for all owners, tenants, and occupants. The recycling area shall be of sufficient size, convenient location and contain other attributes (signage, lighting, fencing, etc.) as may be determined by the municipal Recycling Coordinator.
B. 
Prior to the issuance of a certificate of occupancy by the Borough of Glassboro, the owner of any new multifamily housing or commercial, institutional, or industrial development must supply a copy of a duly executed contract with a hauling company for the purposes of collection and recycling of source-separated recyclable materials, in those instances where the Borough does not otherwise provide this service.
C. 
Provision shall be made for the indoor, or enclosed outdoor, storage and pickup of solid waste, to be approved by the municipal Engineer.
A. 
Inspection. All solid waste carts and recycling carts at the curbline for collection shall be subject to random inspections by the Recycling Coordinator, or his designee, to ensure compliance with the provisions under this article.
B. 
It shall be unlawful for solid waste collectors to collect solid waste that is mixed with, or contains visible signs of, designated recyclable materials. It is also unlawful for solid waste collectors to remove for disposal those bags or containers of solid waste which visibly display a warning notice sticker or some other device indicating that the load of solid waste contains designated recyclable materials.
C. 
It shall be the responsibility of the resident or occupant to properly segregate the uncollected solid waste for proper disposal or recycling. Allowing such unseparated solid waste and recyclables to accumulate will be considered a violation of this article and the local sanitary code.
D. 
From the time of placement at the curb or in designated receptacles by any one of the categories described in this Article II, said items shall be and become the property of the Borough of Glassboro or its authorized agent. It shall be a violation of this Article II for any person unauthorized by the Borough of Glassboro to collect or pick up or cause to be collected or picked up any such items which are placed at the curb pursuant to this article during the twenty-four-hour period commencing at 5:00 p.m. on any day preceding a day designated for collection. It shall be a violation of this article for any person unauthorized by the Borough of Glassboro to collect or pick up or cause to be collected or picked up any such item deposited and stored in designated receptacles maintained by the Glassboro Highway Department at any time. Any and each such collection in violation hereof from any one or more residences or receptacles shall constitute a separate and distinct offense punishable as hereinafter provided.
The Chairman of the Highway Committee, subject to the approval of the Borough Council of said Borough, may promulgate reasonable rules and regulations affecting the collection, removal and disposal of garbage and other animal and vegetable matter not inconsistent with the provisions of this article. Said rules and regulations shall be filed with the Clerk of the Borough and shall be available for inspection by any interested person or persons.
The Code Enforcement Official, the Department of Health, the Recycling Coordinator, the Property Maintenance Official, the Housing Officer, and the Gloucester County Department of Health are hereby individually and severally empowered to enforce the provisions of this article. An inspection may consist of sorting through containers and opening of solid waste bags to detect, by sound or sight, the presence of any recyclable material.
A. 
Any person, corporation, occupant, or entity that violates or fails to comply with any provision of this article or any of the rules and regulations promulgated hereunder shall, upon conviction thereof, be punishable by a fine not more than $2,000, or by imprisonment for not more than 90 days, or a period of community service for not more than 90 days, or any combination thereof. Each day for which a violation of this article occurs shall be considered a separate offense, in accordance with N.J.S.A. 40:49-5.

B. 
Fines levied and collected pursuant to the provisions of this article shall be immediately deposited into the Recycling Trust Fund (or equivalent). Monies in the Recycling Trust Fund shall be used for the expenses of the Borough of Glassboro recycling program, including salaries and wages, equipment, and carts.
