Pursuant to the power and authority vested by the Annotated Code of Maryland, Article 23A, § 2B, the Fire Prevention Code, as described in Subtitle 11, Division 4, §§ 11-251 through 11-295, adopted by the County Council of Prince George's County, Maryland, is hereby adopted in toto and by reference as and for the Fire Prevention Code of the Mayor and Council of Seat Pleasant and for the preservation of peace and good order therein.

It shall be unlawful for any person or persons without authority therefor to turn on the water at any fireplug or to interfere with, injure, deface or destroy any of said fireplugs or to remove any cap or caps therefrom.[1]

A. 
On occasions of fires, accidents, wrecks or parades or wherever large numbers of people collect within the alleys, streets or public parkings of the city, police officers in attendance at the fire or the Fire Chief or fire officer in command may employ and use rope and attach the same to any tree, tree box or any other available hold or employ the citizens in attendance to form a chain by interlocking of hands or may patrol and direct persons in attendance to remain beyond a designated distance for the purpose of affording a clearing for the assistance of fire fighters, police and other authorized persons engaged in preserving the peace and maintaining life and property; and no person shall enter such space or interfere in any manner with such roping or break through such barricade or pass under or through any police line so established and beyond the distance designated by the person in charge thereof, unless duly authorized by the officer in command in such emergency.
B. 
The provisions of this section shall not apply to fire fighters engaged in protecting life and property or to the police officers or such other persons as may be authorized to be within said clearing. The officer in command on any such occasion to maintain the lines provided herein shall be the senior police officer if there is one present or, in the event that no police are present, the Fire Chief or senior fire officer, whose duty it shall be to maintain the clearing herein provided for.

It shall be unlawful for any person or persons within the city to kindle or set fire to or cause to be set on fire in any manner on any open ground or lot any trash, paper, garbage, leaves or other combustible article or thing.[1]

Any person who shall violate any provisions of this Article or who fails to comply with its requirements, including the Fire Prevention Code of Prince George's County adopted in § 88-1 hereof, shall be guilty of a misdemeanor and, upon conviction thereof, be subject to a fine of not more than $1,000 and/or maximum imprisonment for a term of not more than six months.
