In the event of a vacancy in any supervisory officer position
in the Police Department, the governing body shall have the authority
to appoint on an acting (temporary) basis another member of the Police
Department to serve until the vacancy is filled on a permanent basis.
Such an appointment to an acting position shall not in any way limit
the discretion of the governing body to fill or not fill any such
vacancy.
