The public records of the Borough of Westwood shall be accessible for examination and copying by the public in accordance with the terms and conditions of N.J.S.A. 47:1A-1 et seq., the Right to Know Law, and upon the terms and conditions as hereinafter provided.

There shall be paid to the Borough, through the offices of the Borough Clerk, the following fees for the photocopying of any document that is available to the public:
A. 
Pursuant to N.J.S.A. 47:1A-5b, the fee shall be $0.05 per letter size page or smaller, and $0.07 per legal size page or larger; or in such amount as said statutory fees may be amended.
B. 
If actual costs for any duplication of a government record exceeds the foregoing, the Borough shall charge the actual cost of duplicating the record. The actual cost of duplicating the record shall be the cost of materials and supplies used to make a copy of the record, but shall not include the cost of labor or other overhead expenses associated with making the copy.

A. 
Every citizen of the state shall have the right, during regular business hours and under the reasonable supervision of a representative of the custodian of public records (required by law to be made available to the public), to inspect and examine such records upon payment of a reasonable fee to defray the costs of such reasonable supervision as hereinafter set forth:
(1) 
The custodian of records may require four hours' advance notice if supervision or assemblage of such records will be required.
(2) 
The person requesting the examination or copying of said records shall reimburse the municipality for the actual costs of the supervision or handling required to prevent loss or destruction of the records or respond to the request as provided for by N.J.S.A. 47:1A-1 et seq.[1]

B. 
In those instances where clerical supervision or assistance is requested, the person requesting said assistance shall deposit the sum of $10 in advance of making said request.
Nothing herein shall be construed to enlarge upon the statutory right of citizens to inspect public records, nor is this chapter intended to abridge or limit such statutory right. This chapter shall be construed in order to promote the public purpose set forth in N.J.S.A. 47:1A-1 et seq. while at the same time protecting public records from loss, damage and disruption and to provide for the efficient functioning of the municipal offices without unscheduled interruptions.

In order to protect the integrity of confidential government records, and to prevent the disclosure of government records in a manner contrary to the requirements of the New Jersey Open Public Records Act,[1] it is unlawful for members of the public to enter any municipal office area designated by the Borough to be restricted to "Borough Employees Only." These areas shall include, but not be limited to, designated office areas in the Westwood Municipal Building, Police Department, Public Library, Community Center, and Department of Public Works Building.
A. 
Definitions. As used in this section, the following terms shall have the meanings indicated:
PUBLIC
Shall include any Borough resident or non-Borough resident, but shall not include Westwood employees, elected or appointed officials.
B. 
Restricted Areas Any office area restricted from public access shall be marked with a sign posted outside the office entrance, which shall state that the area is restricted to "Borough Employees Only."
C. 
Violations and penalties. Any member of the public who trespasses in a restricted area, as identified in this section, unless invited by a Borough employee or official, may be escorted form the building by the Westwood Police Department and/or subject to prosecution under N.J.S.A. 2C:18-3.
