As used
in this chapter, the following terms shall have the meanings indicated:
ABANDONED OR JUNKED VEHICLE
A vehicle shall be considered abandoned, incapable of being
readily operated or junked if it is in such defective condition as
to be unable to be moved under its own power, or if a trailer is not
in a condition to be safely towed, or if it does not show proper license
plates and inspection certificates as required by the laws of New
Jersey. A vehicle shall be presumptively deemed incapable of being
readily operated if it has one or more flat tires or missing wheels
or a missing window, door, hood or trunk, and such condition has existed
for 30 days or more.

BOROUGH EMPLOYEES
Any person who is employed by the Borough of Westwood and
present at the premises (Municipal Complex) in furtherance of their
employment. This term shall also refer to elected officials, appointed
officials and volunteers holding an office or position established
by New Jersey statute or ordinance, provided such persons are present
at the Borough Hall in furtherance of the duties of their office or
position.
DESIGNATED OFFICIAL
Any person permitted to park in those portions of the Park
Avenue Lot designated for "Official Parking Only," including and limited
to the following persons: elected officials; a member of a board present
for official business of said board; the Borough Administrator; a
federal, state or county official visiting the Borough of Westwood
on official business; a Borough employee whose office is not located
at 101 Washington Avenue and who is present at the Municipal Complex
on official business; the Certified Financial Officer (CFO); the Tax
Assessor; and the Zoning Officer of the Borough of Westwood.
HOLIDAYS
All days fixed by law or custom on which ordinary business
is suspended in commemoration of some event or in honor of some person.
The following, though subject to change, are the days normally referred
to for the purposes of this chapter:

IN THE OPEN
Not housed in a structure composed of four walls, a roof and doors or a structure accessory to an existing dwelling permitted by Chapter
195, Land Use and Development, of the Code of the Borough of Westwood.
MANEUVERING SPACE
The area situated between two parking spaces reserved as
open area to be utilized for ingress to and egress from said parking
spaces. Said maneuvering space shall be established throughout the
parking meter zones and shall be marked with a large yellow "X" painted
or otherwise durably marked on the surface of the street.
OVERNIGHT PARKING
The parking of a vehicle on any street or municipal lot within
the Borough of Westwood between the hours of 2:30 a.m. and 6:00 a.m.
PARKING ENFORCEMENT OFFICER
A person appointed by the Mayor and Council of the Borough
of Westwood to enforce state, county or municipal statutes, ordinances,
resolutions or regulations related to the parking of vehicles within
the Borough of Westwood.
PARKING METER
Includes any mechanical device or meter not inconsistent
with this chapter placed or erected for the regulation of parking
by authority of this chapter. Each parking meter or mechanical device
installed shall indicate by proper legend the legal parking time established
by the Borough and, when operated, shall at all times indicate the
balance of legal parking time and, at the expiration of such period,
shall indicate illegal or overtime parking.
PARKING METER SPACE
Any space within a parking meter zone which is duly designated
for the parking of a single vehicle by lines painted or otherwise
durably marked on the curb or on the surface of the street adjacent
to or adjoining the parking meter.
PARKING METER ZONE
Includes any restricted street or part of a street or municipal
parking lot upon which parking meters are installed and in operation.
PROPERTY
Any real property within the Borough which is not a street
or highway.
RESIDENT STICKER
A sticker issued by the Clerk or the Borough of Westwood,
available to residents of the Borough of Westwood, for use wherever
entrance to or use of any Borough facility is limited to motor vehicles
owned and operated by residents of the Borough of Westwood.
VEHICLE
A machine propelled or designed to be propelled or pulled
by power other than human power and designed to travel along the ground
by use of wheels, treads, runners or slides and transport persons
or property or pull machinery and shall include, without limitation,
an automobile, truck, trailer, motorcycle, tractor, buggy and wagon.

VISITORS
Any person present upon the premises of the Municipal Complex
for the purpose of transacting business or otherwise interacting with
any department or agency of the Borough of Westwood located within
the Municipal Building at 101 Washington Avenue. Said visitor's status
shall only exist for so long as said person is actually present at
the Municipal Complex.
