The Fire Chief (or his designee) shall be responsible for the
overall supervision of the EFDDEMS. The Fire Chief may exercise his/her
management prerogatives through his/her subordinates, including the
EMS Supervisor, and all other officers of the Englewood Fire Department.
In the absence of the Fire Chief (or his designee) and the EMS Supervisor,
all employees of the EFDDEMS shall follow the chain of command of
the Englewood Fire Department. However, it is recognized that the
EMS Supervisor shall be the first-line supervisor of all EFDDEMS employees
and therefore responsible for all EFDDEMS issues, including operations
at all medical responses. At Fire-Department-based emergency incidents,
the Incident Commander of the Englewood Fire Department shall be responsible
for all emergency incident operational decisions concerning the EFDDEMS
except for all medical and/or patient care decisions due to his/her
lack of certification and required medical training. All employees
of the EFDDEMS and the Englewood Fire Department shall work cooperatively
to provide the highest level of patient care and operational effectiveness
to the customer.
The EMS Supervisor with approval of the Fire Chief shall appoint
employees to act as line supervisors (crew chiefs) and delegate to
those employees the appropriate authority as may be deemed necessary
for the efficient operation of the EFDDEMS. Said delegation of authority
shall not conflict with the rules and regulations governing and managing
the EFDDEMS and shall be exercised under the direction and control
of the Fire Chief (or his designee) and the EMS Supervisor. The Crew
Chief shall have the following certifications prior to assignment;
EMT-B, BLS for Healthcare Provider or equivalent, 1200, 1700, Hazardous
Material Operations, CBRN Operations.
In all cases of calls for service, those employees appointed
to line supervisor (crew chief) by the EMS Supervisor shall have initial
scene control and command under the authority of this article; subject
to the supersession of the EMS Supervisor. All rules and procedures
regarding incident command authority and chain of command shall be
followed.
