Except for purchase orders issued by the purchasing agent, no
person shall make or execute any contract binding on the City, except
in the manner hereinafter set forth:
A. The execution or making of such contract shall first be approved
by the Council.
B. Unless the form of the contract shall have been specifically approved
by the Council, the City Solicitor shall endorse thereon his approval
as to the form prior to execution.
C. If such contract provides for the payment of money or the incurring
of indebtedness or any financial obligation on the part of the City,
the Director of Finance and Data Processing shall, prior to execution,
endorse thereon or attach thereto a statement certifying that sufficient
funds are available to pay the cost thereof and specifying the source
of such funds.
D. Subject to the foregoing, contracts on behalf of the City may be
executed by either the City Manager or the Mayor, and attested by
the City Clerk or the Deputy City Clerk.
