A space designated as a taxi stand by suitably marked signs
placed by the City shall be established at the following locations:

Taxicabs occupying the taxi stand at the railroad depot, referred
to in the preceding section, shall face east or as near east as their
position in the line will permit. No taxicab shall remain at or occupy
said taxi stands between the hours of 3:30 a.m. and 6:00 a.m.
A taxicab driver using the taxi stand shall accept a passenger
or passengers only in the order of their respective places in any
line. No taxicab driver shall accept a passenger when there shall
be a taxicab waiting and having a prior place at the head of any line.
All taxicab drivers shall remain in their taxicabs or not more
than four feet therefrom and shall not loiter or congregate on the
sidewalk or streets while their cabs are occupying the taxi stand.
The City may sanction public call stations, at such places as
the Council may from time to time deem necessary, for the use of the
public in calling taxicabs to such call stations. Every such call
station shall be maintained at the expense of and by the owners of
licensed taxicabs.
