A Handicapped Nondiscrimination Committee is hereby established, to be chaired by the Handicapped Nondiscrimination (HND) Coordinator.
In addition to other duties of the position, the HND Coordinator is hereby designated as the municipal representative for citizens who feel aggrieved concerning handicapped nondiscrimination.
A. 
First step. Employees who feel aggrieved should bring the matter to the attention of their supervisor. The representative supervisor shall listen carefully to the complaint, shall attempt to discover all pertinent facts and shall attempt to adjust the matter. In any case, the representative shall respond within five working days.
B. 
Second step.
(1) 
If the grievance has not been settled, it shall be presented to the next level (the Commissioner in charge of that department) within five working days of the representative's response. This person will assist the aggrieved person in reducing the complaint to writing, to include:
(a) 
When the problem was discussed with representative supervisor.
(b) 
What the response was.
(c) 
The reason the aggrieved person disagrees with the result.
(d) 
What the aggrieved person thinks the proper solution should be.
(2) 
After the problem is satisfactorily described on paper, the Commissioner in charge of the department shall attempt to settle it within five working days of receiving it.
C. 
Third step. If the grievance still remains unsettled, it shall be presented to the third level (the Nondiscrimination Committee) for final resolution, within 10 working days of the response in Step 2 above.
This policy encompasses all employees of the municipal government and all residents of this municipality. It does not apply to applicants for employment. It will become effective 30 days after the approval date shown below.

Discrimination in the sale, rental, leasing or financing of housing or land to be used for construction of housing or in the provisions of brokerage services because of race, color, religion, ancestry, sex, national origin, familial status (families with children), handicap or disability is prohibited by Title VIII of the Civil Rights Act of 1968 (Federal Fair Housing Law) and the Pennsylvania Human Relations Act.[1] It is the policy of the Township of Stonycreek to implement programs to ensure equal opportunity in housing for all persons regardless of race, color, religion, ancestry, sex, national origin, familial status (families with children), handicap or disability. Therefore, the Township of Stonycreek does hereby pass the following resolution.

Within available resources, the Township of Stonycreek will assist all persons who feel they have been discriminated against because of race, color, ancestry, sex, national origin, familial status (families with children), handicap or disability to seek equity under federal and state laws by filing a complaint with the Pennsylvania Human Relations Commission and the United States Department of Housing and Urban Development. The available resources to assist the Township include the Fair Housing Officer of the County of Cambria and the Redevelopment Authority of the County of Cambria.
The Township of Stonycreek shall publicize the resolution and, through this publicity, shall cause owners of real estate, developers and builders to become aware of their respective responsibilities and rights under the Federal Fair Housing Law, the Pennsylvania Human Relations Act[1] and any local laws or ordinances.

Further publicity will, at a minimum, include but not be limited to:
A. 
The printing and publicizing of this resolution and other applicable fair housing information through local media and community contacts; and
B. 
Distribution of poster, fliers and any other means which will bring to the attention of those affected the knowledge of their respective responsibilities and rights concerning equal opportunity in housing.
