Whenever a public emergency exists regarding the village water supply or the amount of water in the storage facilities of the village, the Mayor of the Village of Ravena, New York, shall have the power to regulate the use of the village water, except for drinking, domestic use within a dwelling or for the purpose of fighting a fire.

The Mayor shall be the sole judge as to when such a public emergency exists.
The power herein granted shall exist only for the duration of such a public emergency.
Whenever it shall become necessary for the Mayor to act under this Article, he shall cause a proclamation to be made stating specifically for what uses the use of water is prohibited and whether its use is entirely prohibited or during certain hours only.
The proclamation shall become effective upon posting the same in three public places within the village and shall thereafter be published in the first issue of the official newspaper for said village.
Any person committing an offense against any of the provisions of this Article shall be guilty of a violation and, upon conviction thereof, shall be punishable for each offense by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
