As used in this Part 1, the following words and terms shall have the meanings ascribed to them in this section:
ALL-TERRAIN VEHICLE (ATV)
A vehicle with wheels designed to travel on rough ground.
LAKE
Lake El Reno, situated in Township 12 North, Range 7 and 8 West, Canadian County, Oklahoma.
OFF-ROAD VEHICLE
Any type of vehicle which is capable of driving on and off paved or gravel surface.
PERSONAL WATERCRAFT
A vessel which uses an inboard motor powering a water jet pump as its primary source of motive power and which is designed to be operated by a person sitting, standing or kneeling on the vessel rather than the conventional manner of sitting or standing inside the vessel, or a vessel which is similar in appearance and operation to a PWC but which is powered by a outboard or propeller-driven motor, or a vessel less than 16 feet in length which travels across the water above or on a cushion of air provided by engines, propellers or other means of propulsion.
SKI RIG
Any boat or personal watercraft with motor used for the purpose of pulling one or more water skiers.
WATER SKIING
The activity of being propelled along the water upon devices known as "skis," and shall include the use of skis while being at the same time towed by some type of boat or personal watercraft. These terms shall also apply to skis and skiing apparatus.
A. 
There are hereby created the positions of lake patrolmen. The City Manager is authorized to employ properly qualified persons to fill those positions, and to employ a clerk or assistant for such patrolmen if needed. It is their responsibility to maintain order on the lake and on City property adjoining the lake, and to carry out all specifically named functions that are described in this Part 1. Said lake patrolmen are also authorized to enforce any other City ordinances, state statutes and federal violations as are necessary to their responsibilities.
B. 
With the permission of the City Manager, the Chief of Police may use the lake patrolmen in other areas of the City as conditions warrant.

A. 
Except as otherwise provided in the Oklahoma Wildlife Conservation Code, no person shall fish, pursue, harass, catch, kill, take in any manner, use, have in possession, sell, or transport all or any portion of fish without having first procured a license for such from the Director or from any of the authorized agents of the Department of Wildlife Conservation.

B. 
[2]No person who is exempt pursuant to Paragraphs 1, 2, 3, 6, 7, 8, 9, 10, and 11 of Subsection B of 29 O.S. § 4-110, concerning license and requirements set forth in said section, shall be required to obtain a fishing license for Lake El Reno.

C. 
Bow fishing requires the issuance of a special permit, for which fees shall be established by resolution of the City Council.

Persons fishing at the lake shall comply with the following regulations:
A. 
Unless otherwise exempt by 29 O.S. § 4-110, possess a license issued by the Director or from any of the authorized agents of the Department of Wildlife Conservation.
B. 
Nets or traps are not permitted.
C. 
Fishing is permitted only by rod and reel and by hand lines, no more than two per person, with no more than two hooks per line. Unattended lines are not permitted.
D. 
All unused bait shall be removed from the lake by the fisherman, and the dumping of unused bait in the lake or on shore is prohibited.
E. 
Daily fish limits and required minimum length per specie are displayed at the west and east boat ramp, as well as the west fishing pier.
F. 
Bow fishing permitted with special permit. Bow and arrow: Bow fishing may be used to take nongame fish only, throughout the year in all waters, unless restricted under “special area regulations.” Legal bow fishing is restricted to:
(1) 
Between 1/2 hour after sunrise and 1/2 hour before sunset.
(2) 
Bow and arrow fishing tackle. Tackle must have the arrow shaft or the point, or both, attached by a line to the bow or to fishing reel (includes crossbow).
(3) 
Only arrows having no more than one point with no more than four barbs on each point shall be allowed.
(4) 
Devices that permit a bow to be held mechanically at full or partial draw are permitted.
(5) 
No person holding a bow fishing permit shall take or attempt to take fish by the use of a bow and arrow within 50 feet of the outer limits of any marked and designated wading areas, any occupied launch area, or areas where conventional fishing is prohibited.
(6) 
All fish taken should be removed from the lake and disposed of in a responsible manner.
A. 
Wading and swimming shall only be allowed in designated areas.
B. 
Swimming shall only be allowed between the hours of sunup and sundown.
C. 
Persons under 13 years of age shall be permitted to swim only when under the guidance of an adult over 21 years of age.
D. 
The City Manager, Police Chief, Fire Chief or his/her designee shall have the authority to close the lake to prohibit wading or swimming if necessary.

A. 
Possession of any firearm upon the lake or any lake property shall be allowed unless otherwise prohibited by state law or elsewhere in the Municipal Code.
B. 
The discharge of firearms upon the lake or any lake property is allowable when the firearm does not discharge a projectile which is capable of causing death or inflicting bodily harm and is used during outdoor funerals, historical reenactments and community events.
C. 
Any person or group wishing to discharge a firearm which does not discharge a projectile which is capable of causing death or inflicting bodily harm and is used during historical reenactments or community events shall apply for a permit from the City Clerk of the City of El Reno. The requirement of such permit shall not apply to the discharge of such firearms at outdoor funerals.
D. 
There shall be no charge for the permit.

A. 
Persons camping at the lake shall be required to purchase a daily camping permit.
B. 
Fees for modern and primitive camping shall be established by resolution of the City Council.
C. 
A permit issued under this section shall not be negotiable or transferable, and only the person to whom the permit is issued shall be entitled to camping privileges under such permit.
D. 
Overnight camping at the lake shall be restricted to designated camping areas.
E. 
Camping at Lake El Reno for primitive camping shall be limited to seven consecutive days. Recreational vehicle camping shall be limited to 14 consecutive days.

F. 
All recreational vehicle (RV) and primitive camping slots are available on a "first-come, first-served basis" only.
G. 
An RV or primitive camping permit will allow the permit holder to park no more than two motor vehicles licensed to operate on roadways at the campsite designated on the permit. This vehicle limitation shall include motor vehicles for campground visitors. The permit will allow one recreational vehicle and one tent (in addition to the RV) at the campsite designated on the permit. In no case shall two recreational vehicles be allowed to camp at one campsite. Recreational vehicles include pop-up trailers, travel trailers, fifth wheels and motor homes. Tents include tents, lean-tos and tepees.
H. 
The permit will allow a maximum of four persons, including children, to camp at a campsite with an additional fee up to a maximum of eight people. Two families may camp under one permit but must not cumulatively exceed the eight-person limit. Any persons beyond the eight persons allowed by the permit shall be deemed visitors to the campsite. Visitors may not remain in the campground between the hours of 11:00 p.m. and 6:00 a.m.
I. 
A camping permit is valid from the date and time of issuance until 5:00 p.m. on the last calendar day of occupation stated on the permit.
J. 
The camping permit must be displayed in the designated location (windshield of RV/windshield of primitive camper vehicle) at the campsite and must be produced for inspection by park rangers, police officers, or on-site security personnel. City employees or other individuals may be designated by the City Manager to oversee the campground.
K. 
All mechanical convenience appliances (washer/dryer/stove/refrigerator) must be contained within or attached to the recreational vehicle. Exception: propane cooking grill/charcoal grills.
L. 
Camping permits are not transferable.
M. 
Any person holding a camping permit must wait a minimum of 24 hours after the date of expiration before another permit can be obtained.[1]

N. 
No person under 18 years of age may camp in any area of the Lake El Reno Campground except when accompanied by a parent or guardian. The parent or guardian must be a member of the camping party and must be physically present during the permitted camping period.
O. 
No trimming or wood gathering from trees. Outside fires are prohibited unless in approved areas.
P. 
All garbage should be in sealed plastic bags. Garbage bags are not allowed to remain outside of the RV or campsite overnight.
Q. 
All pets must be leashed and under physical control of the owner/handler at all times. Permit holders' animals must not be left outside of the RV unattended. The permit holder is responsible for all pet biological waste.
R. 
Children must be supervised at all times. Parents are responsible for their children's safe conduct and any injuries or damage that they may incur or cause. Unsupervised children who cause disruption for other guests may be asked to leave the park with their entire group.
S. 
Absolutely no fireworks will be permitted in the RV and primitive campsite area.
T. 
Campfires. Only the provided designated fire rings may be used for campfires. Campfires may be completely restricted during any time when the fire danger is high. Fires must never be higher than 1 1/2 feet. Fires should never be left unattended. Always extinguish fires completely when leaving them for any amount of time.
U. 
Quiet hours are from 11:00 p.m. to 6:00 a.m.
V. 
Cleanliness of the park is important. Sites are to be kept clean and orderly, as determined by management.
W. 
All primitive camper sites must be a minimum of 10 feet from the water's edge.
X. 
Penalty for violations of these regulations shall be found in § 1-10 of this Code (General penalty for violations of Code and ordinances; court costs; continuing violations; fee assessment); each day on which any violation of these regulations and restrictions occurs shall constitute a separate offense and shall be punishable as such.

A. 
No person shall operate any vehicle, golf cart or motorized scooter on lake properties except on maintained roadways or designated parking areas.
B. 
No person shall operate a vehicle on maintained roadways or designated parking areas of the lake property at a speed in excess of 15 miles per hour unless otherwise posted.
C. 
No person shall operate any ATV, off-road motorcycle or gas-powered go-cart outside of the designated ATV area.
No person shall conduct or participate in any field trial at the lake, unless such field trial is first approved by the City Council.

Any person taking part in the use of any boat, water skiing, fishing, ATV, or using any other facility, or engaging in any activity on Lake El Reno and its reservoir site, or any part thereof, shall, before being granted any license or permit in any manner, waive all right, claim or liability against the City or any of its officers, agents, servants and employees for damages or injuries sustained or claimed to have been sustained in any manner, and any minor, before being permitted the use of the lake facilities, shall waive in writing, by his parent, parents or guardian having the legal right and authority to waive the same for and on behalf of such minor, all rights or claims for damages or injuries sustained or claimed to have been sustained in any manner.

A. 
There shall be designated areas for off-road vehicle use located at Lake El Reno for the operation of ATVs, motorcycles, motor scooters, go-carts, or dirt bikes.
B. 
The location of such off-road vehicle track(s) shall be designated by the Lake El Reno Advisory Board as provided in § 5-22 of the Code of Ordinances of the City of El Reno.
C. 
No person shall operate or ride upon any such motorcycle, motor scooter, go-cart, dirt bike, ATV or similar vehicle in the designated off-road vehicle/ATV area unless such person is equipped with and wearing on his or her head a crash helmet manufactured for such use. All crash helmets shall consist of lining, padding and chin straps and be of the type as not to destroy the view of the driver.
D. 
All persons, while operating any off-road vehicle described in this section, shall wear goggles or other eye safety device manufactured for such use.
E. 
The hours of operation for the off-road/ATV vehicle described in this section, in the off-road vehicle/ATV area, shall be from 9:00 a.m. to sunset.
F. 
The City of El Reno shall require any and all off-road motorcycle, ATV, motor scooter, dirt bike, go-cart or similar vehicles permitted in accordance with state laws.
G. 
No vehicle described in this section shall be driven at a speed in excess of any posted speed limit.
H. 
The Lake El Reno Advisory Board shall cause to be erected a sign at the track(s) location(s) outlining the rules and regulations in this section.
