The name of this chapter shall be the "Sebago
Lake Station Landing Regulation Ordinance" (hereinafter "chapter").
The purpose of this chapter is to establish
rules and regulations for the launching of boats and parking of vehicles
at the Sebago Lake Station Landing area and to establish fees in order
to pay for the enforcement of those regulations.
This chapter is adopted pursuant to home rule powers as provided for in Article VIII, Part
2, of the Maine Constitution, the state law which establishes Harbormasters, 38 M.R.S.A. §§ 1 and 7 (currently under review), and Secs. 102 and 302A of the Standish Town Charter.
As used in this chapter, the following terms
shall have the meanings indicated:
HARBORMASTER
A person hired by the Town Manager to collect fees for launching
boats at the Sebago Lake Station Landing and to ensure that the facility
is utilized in an orderly, safe and expeditious manner. The "Harbormaster"
shall be under the direct supervision of the Director of Public Safety
and shall act to see that the laws of the Town and the State of Maine
are complied with as they relate to boat launching and the proper
use of the Sebago Lake Station Landing.
LAUNCHING
Putting a boat into Sebago Lake at the Sebago Lake Station
Landing and returning to the landing the same day. A subsequent launch
the same day will be considered a new launch. Returning to the ramp
is considered part of the original launch; however, landing at the
ramp without originally launching from that point is considered a
launch.
POWER LOADING
Using the watercraft motor to assist in the loading of the
watercraft into a trailer.

A fee shall be charged any person(s) launching
a boat from the Sebago Lake Station Landing and for the parking of
vehicles, except for those parking slots specifically designated for
one-hour viewing, and for the parking of vehicles with trailers from
the dates of May 1 to September 15. Fee amounts shall be as established
by Council Order. These fees will be deposited into the Town's General
Fund. Fees shall be imposed only on days municipal attendants are
on duty.
No person shall launch at the Town's boat ramp
on Sebago Lake a personal watercraft as defined by the Maine Department
of Inland Fisheries and Wildlife, sunfish, sailfish, sailboard, kayak,
wet-sailor-type boat, certain non-Coast-Guard-approved inflatable
crafts or boats with a freeboard of less than seven inches, unmanned.
Loading of watercraft onto a trailer may be accomplished by floating the watercraft onto the trailer or by winching the watercraft onto the trailer. However, power loading of a watercraft at the Sebago Lake Station Landing, as defined above, is prohibited and subject to the penalties listed in §
106-9, below.
A violation of this chapter shall be a civil infraction with
a penalty of not less than $50 per violation, which penalty shall
inure to the benefit of the Town of Standish. Power loading or failure
to pay fees within two weeks will result in loss of privileges. Flagrant
violation of the rules or repeat offenses may result in vehicles removed
at the owner’s expense.
