Any person who violates any provision of this chapter shall be subject to penalties as set forth in Chapter 1, General Provisions, Article II, Penalties, § 1-11.

Each day's violation may be considered to constitute a separate offense. The State's Attorney of Stephenson County shall bring such actions in the name of the people of the State of Illinois, or may bring action for an injunction to restrain such violation or to enjoin the operation of any such establishment causing such violation.
