There is hereby created a Department of Solid Waste Management.

(a) There shall be at the head of the Department of Solid Waste Management
a Commissioner of Solid Waste Management who shall be appointed by
the Mayor, at such compensation as may be approved pursuant to law.
(b) Except as otherwise provided by law, the Commissioner of Solid Waste
Management shall have the power to appoint such administrators and
employees as may be necessary for the performance of Department duties.
Such positions shall be created and the compensation therefor shall
be as provided by law.
(c) The Commissioner of Solid Waste Management shall:
(1)
Advise the Mayor and the Common Council on all matters affecting
the collection, management and disposal of solid waste in the City
when requested or required to do so and be present at all regular
Council meetings.
(2)
Issue or delegate to responsible subordinate officers, to issue
all permits, certificates, orders and notifications resulting from
or necessary for implementation of the local laws and ordinances administered
by the Department.
(3)
Develop and manage a program for the administration of the City's
solid waste user fee.
(4)
Develop and manage a recycling collection and transfer system
for all solid waste generated within the City.
(5)
Supervise and coordinate necessary solid waste enforcement activities.
(6)
Establish liaison and close working relationships with the administrative
offices of the City and other governmental agencies and institutions
with regard to solid waste management.
(7)
Provide information to the public regarding solid waste management
issues.
(8)
Prepare and make grant applications to the various funding agencies
for and on behalf of the Department.
(9)
Perform such other duties as the Mayor or the Common Council
may require.
