There shall be a Board of Estimate and Apportionment, which shall consist of the Mayor, the Comptroller, a City department head, who shall be a resident of the City, and who shall be appointed by the Mayor, the President of the Common Council, and an additional member of the Common Council, to be selected by a majority vote the Common Council, at a Council meeting.
