(a) 
Whenever any words and phrases used in this chapter are not defined in this section or in Section 2-1-2 but are defined in the state laws regulating the operation of vehicles, any definition in the state laws shall be deemed to apply to the words and phrases used in this chapter.
(b) 
The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
ALLEY
The entire width between property lines of every way or place of whatever nature when any part of the way is open to the use of the public, as a matter of right, for purposes of vehicular traffic.
CENTRAL BUSINESS DISTRICT OR TRAFFIC DISTRICT
All streets and portions of streets within the district which is described as follows:
All that area bounded by State Street, commencing at Whitesboro Street, running southerly along State Street to Court Street; thence easterly along Court Street to Cornelia Street; thence southerly along Cornelia Street to Cornelia Place; thence easterly along Cornelia Place to Genesee Street; thence southerly along Genesee Street to South Street; thence easterly along South Street to Park Avenue; thence northerly along Park Avenue to Main Street; thence westerly along Main Street to Whitesboro Street; thence westerly along Whitesboro Street to State Street, the place of beginning
CROSSWALK
Any portion of a roadway at an intersection or elsewhere distinctly indicated for pedestrian crossing by lines or other markings on the surface.
CURB LOADING ZONE
A space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.
FREIGHT CURB LOADING ZONE
A space adjacent to a curb for the exclusive use of vehicles during the loading or unloading of freight or passengers.
PASSENGER CURB LOADING ZONE
A place adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers.
STREETCAR
A car, other than a railroad train, for transporting persons or property and operated upon rails principally within a municipality.

It is a traffic infraction for any person to do any act forbidden or fail to perform any act required in this chapter.

No person shall board or alight from any vehicle while the vehicle is in motion.
[Code 1964, § 17-116]
No person shall ride on any vehicle upon any portion of the vehicle not designed or intended for the use of passengers. This section shall not apply to an employee engaged in the necessary discharge of a duty or to persons riding within truck bodies in space intended for merchandise.
